PAY AND BENEFITS

Hourly Pay Range: $33.110035 - $42.042059

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Generous paid time off package, including:

  • 12 hours of vacation accrued per month
    • Eligible newly hired employees will have the one-time option to frontload their first year of vacation accruals in compliance with EPP 66 - Vacation Leave! This means you have access to vacation time at time of hire.
  • 8 hours of sick accrued per month
  • 10 paid holidays and 1 personal day per year
  • Monthly accruals (prorated for less than 1.0 FTE)

Employees must work a minimum of 30 hours per week to receive full benefits. Employees working 20 - 29 hours per week are eligible for medical benefits for themselves and family members. JOB DETAILS AND QUALIFICATIONS

Clackamas County’s District Attorney's Office is seeking an experienced and collaborative individual to join our Criminal Prosecution team as a Part Time, Limited Term Paralegal Specialist. This position will work 28 hours per week and is grant funded. We expect employment in this limited term position to last approximately two (2) to two and a half (2.5) years.

If selected for this position, you will be primarily responsible for reviewing and processing public records requests and expungement applications. Other duties include working closely with Deputy District Attorneys to perform legal research, draft legal documents, and assist in the preparation of cases for hearings and trials.

We are seeking a motivated individual with strong communication and interpersonal skills, who works well independently, taking initiative to investigate and problem-solve issues that arise. This role will require working well under pressure, and the incumbent should have strong organizational and prioritization skills to balance multiple work assignments, while having high attention to detail.
Paralegal Specialists are assigned to teams prosecuting property/financial crimes, elder abuse, arson, major vehicular crimes, controlled substance, and weapons offenses, but may also be assigned to provide support for homicide or other violent crime prosecution

As an employee of the Clackamas County District Attorney's office, which plays a role in providing justice and upholding the rule of law, you are required to meet the highest standards of professional conduct and ethics while on the job, and also to maintain those same high standards when taking actions in your personal life that could reflect on the Department.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of three (3) years of relevant experience working in a legal office setting that would provide the required knowledge and skills to perform the responsibilities of this position, including experience in each of the following areas:
    • Working with confidential and/or sensitive information
    • Drafting, proofing, and preparing legal documents and correspondence
    • Providing customer service and/or responding to customer inquiries
    • Researching information, tracking, compiling, and monitoring data, and/or maintaining records in databases, spreadsheets, and paper filing systems
    • Working with internal and external parties to provide services, clarify, problem solve, and/or obtain additional information
  • A minimum of two (2) years of experience establishing priorities and managing workload with minimal supervision while adhering to strict and sometimes conflicting deadlines

Preferred Special Qualifications/Transferrable Skills:*

  • A minimum of two (2) years of experience working in a District Attorney’s Office
  • Experience interpreting and/or analyzing Oregon Criminal laws and statutes
  • Experience working with a Legal Case Management System, such as Prosecutor By Karpel (PbK) Case Management System
  • Law Enforcement Data Systems (LEDS) Certification
  • Experience using Oregon eCourt Case Information (OECI) and CLASSWeb systems
  • Paralegal Certificate or an Associate's Paralegal Program Degree
  • Intermediate proficiency with Microsoft Word and Excel

Pre-Employment Requirements:

  • Must successfully pass an extensive background investigation including national fingerprint records check.
  • All positions within the County's Criminal Justice agencies must pass a pre-employment drug test.
  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Accommodation requests for an acceptable alternative method of transportation will be reviewed on an individual basis in compliance with State and Federal legislation. For position(s) with regular driving, incumbent(s) must also possess and maintain an acceptable driving record throughout the course of employment.

Post-Employment Requirements:
Within 60 days of hire:

  • Possession of Law Enforcement Data Systems (LEDS) certification

TYPICAL TASKS

Duties may include but are not limited to the following:

  • Drafts legal documents including, but not limited to, opinions, motions, orders, memoranda of law, discovery demands, subpoenas and affidavits of service, certificates of compliance and protective order requests.
  • Assists in preparing cases for hearings and trials; analyzes case documents such as financial, medical and phone records; reviews and organizes files, coordinates appointments with witnesses; gathers evidence and prepares and organizes discovery/exhibits for charging assessments, grand jury and trial.
  • Conducts legal research utilizing electronic and web-based applications; identifies relevant judicial decisions, statutes, legal articles, codes and other pertinent materials; compiles and organizes research materials; reviews, interprets and monitors new and updated laws and regulations; prepares written analysis as requested.
  • In response to public records requests, identifies records and redacts sensitive information from documents to be released; manages and reviews expungement applications and assesses defendants’ eligibility to have a conviction set aside; prepares analysis and expunction recommendation for attorney review.
  • Analyzes documents received for legal/factual sufficiency and accuracy prior to submitting to an attorney for further action.
  • Drafts legal correspondence for attorney's signature, including motions, written reports, opinions for public record requests and appeals.

REQUIRED KNOWLEDGE AND SKILLS

Thorough knowledge of: Oregon Criminal law, Federal and state codes, laws, statues, court systems, and procedures. Legal principles, concepts, systems, processes, and terminology; methodology, concepts, and principles of legal research; English composition, grammar, spelling, and punctuation; interpersonal communication skills and customer service techniques; legal time constraints and statutory deadlines for legal filings; criminal law and associated terminology; methods and procedures of discovery and trial; legal ethics.
Working knowledge of: Public Record Law and assessments; expungement appeals.
Skill to: Establish and maintain effective working relationships with attorneys, law enforcement, crime victims, witnesses, court officials and other agency personnel, other County staff and the public; communicate clearly and concisely, both orally and in writing; analyze, identify, evaluate and extract pertinent information from a wide variety of documents and computerized sources; accurately redact sensitive information including financial or personal information; research statutes and legal references, and summarize research results into appropriate legal documents and memoranda; prepare legal documents; read, understand, and interpret applicable Oregon Criminal Law and Federal codes, laws and statutes; organize and prioritize work to meet timelines; provide responsive, high-quality service to County employees, representatives of outside agencies and members of the public by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner.

WORKING CONDITIONS

Duties involve exposure to cases and evidence related to charges of homicide and violent crime which contains emotionally upsetting or disturbing information.

WORK SCHEDULE

This position works 28 hours per week (2 – 8 hour days and 1 – 4 hour day). Specific days and hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Please Note: This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location, however this position is eligible to work up to two remote days per month. Telework locations cannot be located outside Oregon or Washington.

This part time grant funded position is limited term and is expected to last approximately two to two and a half years.
