Clatsop Behavioral Healthcare is Hiring a Business Operations Officer Near Astoria, OR

This position qualifies for a hire on bonus of $5000 with 1/2 paid with 1st check after hire and 1/2 paid with 1st check following 6-month probationary period.

Clatsop Behavioral Healthcare has moved most positions to a 4 day 9 hour work week with paid 30 minute lunches to promote a better work life balance. Wages have also been increased for our valued current and future employees.

Clatsop Behavioral Healthcare (CBH) has an immediate opening for a full-time Business Operations Officer. CBH is in the business of improving people’s lives. To provide high quality care, CBH is dedicated to creating a work environment that supports staff fully through effective operations that maximize client care while maintaining core business functionality. The Business Operations Officer provides leadership and direct oversight of the business operations of CBH. This position has direct supervisory responsibilities including the Finance Director, Admin Director, Facilities Manager, IT contractors and staff, Quality Improvement and Compliance Manager.

This position will work in collaboration with the Deputy Director and direct reports to ensure the organizational operations are functioning smoothly and are bringing in revenue to sustain the growth and the mission of the organization. The position provides strategic leadership to drive technology, maximize revenue and ensure administrative staff are well supported and can provide support to the service providing staff.

Essential Duties and Responsibilities:

  • Demonstrate the CBH mission, purpose, values and beliefs in everyday language and contact with the internal and external stakeholders
  • Provide administrative oversight for CBH by managing operational and financial resources including Information Technology, Finance, Billing and general business operations oversight.
  • Review and approve all financial reports, budgets, major expenditures, and contracts for the organization
  • Work with the Deputy Director to develop and oversee effective operations throughout the organization.
  • Coordinate and drive the implementation of company strategic initiatives.
  • Manages professional, liability, cyber, auto and facility insurance policies.
  • Identifies needed staff development and training programs.
  • Fulfill the role of HIPAA privacy officer.
  • Fulfill the role of Fraud Waste and Abuse compliance officer.
  • Manages program operations within allocated budgetary parameters and participates in the development of the fiscal budget, promotes the efficient use of personnel, supplies and equipment
  • Continually monitors and implements contract objectives and performance/annual reports
  • Demonstrates an understanding of CBH’s customers including clients/residents, families, and governmental agencies in all interactions and conduct.
  • Actively participates in meeting client needs and adapting to changing needs at all times.
  • Establishes and defines standards that ensure that safe practices are consistently followed within the department.
  • Establishes and maintains a comprehensive Quality Assurance/Quality Management program within Program Operations that includes frequent collaboration with other departments, employee education and a focus on monitoring departmental standards; actively removes barriers to the provision of high-quality work performance. Oversees programming to evaluate compliance. Collaborates with the Deputy Director in making changes and adjustment to agency programming to improve quality/outcomes.
  • Ensures employee safety/management of workers' compensation costs and liability risk
  • Recommends process improvements that can contribute to greater system-wide efficiency.

Required Education and Experience:

  • Bachelor’s degree from an accredited university.
  • Experience in business operations at a management level.
  • The abilities or aptitudes to perform each task proficiently.
  • Exceptional written and verbal communication skills.
  • Experience and success with team building.
  • Proficiency with supervisory techniques.
  • Ability to write reports and business correspondence.
  • Ability to effectively present information and respond to questions.
  • Ability to use a computer or word processor to complete routine paperwork and reports.

Preferred Education and Experience

  • A Master’s Degree in the Public health administration or business administration is preferred.
  • Experience within a not-for-profit behavioral health organization.

Dependents covered on medical, dental and vision at cost to employee.

12 paid holidays and generous 6.77 hours of PTO accrued per pay period for years 1-3, increases after year 3. PTO accumulation starts at hire and is available for use as accumulated. Employees are eligible for elective training reimbursement of ($1000/yr for unlicensed clinicians and $1500/yr for licensed clinicians.) CBH also offers sabbatical of 176 hours after 10 years of service and annual elective training fund that includes 5 paid days for training.
