ResponsibilitiesChoisys Technology is seeking a detail-oriented Business Systems Analyst (Program Analyst) to join our team in supporting the Marine Corps' Procurement Center of Excellence (PCE). This role is crucial in providing comprehensive program management and procurement support, ensuring that all tasks are completed efficiently and effectively. The Business Systems Analyst (Program Analyst) will play a pivotal role in supporting the Marine Corps' Procurement Center of Excellence (PCE) by providing comprehensive program management and procurement support. This position involves analyzing and documenting business processes and requirements, developing decision briefs and information papers, managing programmatic agendas and calendars, and supporting various procurement activities. The analyst will also act as a representative in product-specific Integrated Product Teams (IPTs) and working groups. This is a hybrid role that requires work onsite at Quantico once a week (1x/week) and may vary depending on customer needs. Responsibilities:
  • Collaborate with the Program Management teams to analyze and document business processes and requirements. -Assist in the development and preparation of decision briefs, information papers, and briefing materials. -Support the Business Office in managing programmatic agendas, calendars, and taskers. -Schedule and attend team meetings, capture meeting minutes, and track action items. -Provide procurement support by monitoring, analyzing, and processing customer orders. -Maintain and update the IT Hardware/Software Catalog with accurate specifications and pricing. -Support the establishment and updates of the Business Office Standard Operating Procedures (SOP) and Customer Care SOP. -Represent the Customer Care Team (CCT) in product-specific Integrated Product Teams (IPTs) and working groups. -Generate monthly reports, including the Monthly Customer Care Metrics Report, CCT and PCE Business Office Monthly Reports, and other required deliverables. Requirements
  • A Public Trust (or higher) Security Clearance is highly preferred for this role.
  • Bachelor’s degree in business administration, Information Systems, or a related field.
  • Minimum of 5 years of experience as a Business Systems Analyst, Program Analyst or other related project management/business analysis experience.
  • Strong understanding of business processes and requirements gathering techniques.
  • Proficiency in using Microsoft Office 365.
  • Excellent organizational and time management skills.
  • Strong communication and interpersonal skills.
  • Attention to detail and ability to analyze complex information and data. Desired Skills: -Experience with customer care metrics and reporting. -Proficiency in data analysis and reporting tools.
  • Knowledge of telecommunications systems and call center operations.
  • Familiarity with information security and data privacy regulations.
  • Experience in system implementation and user acceptance testing.
  • Experience with BMC Remedy Suite, USMC E-ITSM Service Product Catalog, Smart Reporting, and Information Technology Procurement Review and Approval System (ITPRAS) is preferred. -Familiarity with Naval Correspondence Manuals and policies. -Knowledge of Marine Corps (USMC) procurement processes and requirements.
  • Familiarity with the Marine Corps Enterprise Network (MCEN) and USMC laptop specifications. -Experience in developing and maintaining Standard Operating Procedures (SOPs). -Understanding of performance standards and surveillance methods for monitoring and evaluating deliverables. -Familiarity with Controlled Unclassified Information (CUI) handling and security requirements. -Experience with Operations Security (OPSEC) concepts and principles. -Familiarity with Homeland Security Presidential Directive – 12 (HSPD-12) and Common Access Card (CAC) requirements. -Knowledge of DoD Mandatory CUI Training and DoD security practices. -Understanding of non-disclosure agreements (NDA) and conflicts of interest (COI).
