Secret preferred. /Jr. Senior Operations/Research Analyst Location: Crystal City, VA Work Schedule: Hybrid/Remote Clearance: DoD Secret Function as a data/process analyst supporting the Special Immigration Visa program. Work with Department of Defense clients to validate information, analyze data across various databases, research other data sources and processes to strengthen validation, and prepare documentation supporting visa processing. Assesses client requirements and seeks opportunities to improve processes. Define, analyze, and document requirements and processes to identify areas of optimization; consult and present improvement recommendations to clients; and implement recommendations as approved. Develop presentations for senior-level clients to convey the status of activities. Exhibit management consultant and communication skills. Specific Tasks: The Jr. and Sr. Data Analyst(s) shall provide services for DoD-specific Afghan Special Immigrant Visa (ASIV) and Refugee Referral Processing and Relocation Support to the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)) Office of the Undersecretary of Defense for Policy (OUSD(P)). – Analyst will provide administrative support for all phases of the DoD-specific Afghan Special Immigrant Visa (ASIV), Refugee Referral Processing, and Relocation Support process, including telephonic and email-based interactions with Afghan nationals’ employers. – Analyst will use the web-based portal(s) to facilitate and automate DoD-specific Afghan Special Immigrant Visa (ASIV); and /or the Refugee Referral Processing; and/or the Relocations Support process data collection, review, verification, input, and transmittal to the Department of State representatives (DoS) and/or DoS systems. – Analyst will review completed vendor submissions in the web-based portal (s) to verify they are complete (i.e., they include all required information). – Analyst will upload verified HR data to the web-based portal(s) and/or email verified HR data in Excel format to DoS representatives. – Analyst will research and provide analytical support for DoD-specific Afghan Special Immigrant Visa (ASIV); and /or the Refugee Referral Processing; and/or the Relocations Support process cases that cannot be processed through the web-based portal(s); or “flagged” cases requiring additional research or documentation as requested by the DoS team. – Analyst will provide vendor engagement, including, but not limited to, onboarding, training, and helping vendors become familiar with the vendor’s role in the web-based portal. – Analyst will establish and manage employer(s) user accounts in the web-based portal. -Analyst will recommend system and process improvements to increase efficiency and accuracy in data ingest, verification, and transmittal. – Analyst will provide report(s) that details program progress (including key program metrics such as number of cases processed, employers enrolled in the web-based portal, cases flagged that required manual research, average amount of time spent to clear flagged data, and other important program- and process-related metrics), pain points associated with the program, and recommendations for near- and long-term program improvement for DoD senior leadership. – Analyst will provide administrative support for all phases of the USRAP and Enduring Welcome process, including telephonic and email-based interactions with DoD member referrers, review of requests for referral, and coordination with other DoD offices to confirm applicant bona fides. – Analyst will use Smartsheet and any successor platform or system to facilitate and automate USRAP and Enduring Welcome relocation data collection, review, verification, input, and transmittal to DoS representatives and/or systems. – Analyst will research and provide analytical support for USRAP and Enduring Welcome relocation cases that require additional research or documentation as requested by DoS. – Analyst shall recommend system and process improvements to increase efficiency and accuracy in data ingest, verification, and transmittal. This may include identifying ways to leverage the web-based portal(s) to assist in USRAP and Enduring Welcome data collection and processing. Analyst MUST have: Demonstrated history of strong interpersonal, leadership, and corporate communication skills Proficiency in data management, to include accessing, validating, and storing data History of setting/enforcing enforcement policies for effective data management Ability to formulate management techniques for handling data to ensure data accuracy and data security Ability to identify and communicate process improvement techniques Basic Qualifications: 8 years of experience in requirements, process, and/or data analysis Proficiency with Excel and/or similar tools (Smartsheet preferred) SQL Understands Statistical Programing Languages Data Visualization Data Warehousing Familiar with navigating through a web-based portal Excel manipulation Written and verbal communication skills are key Secret clearance BA or BS degree
