Duties
  • Formulates objectives and priorities using critical thinking, creativity, and information processing; implements plans consistent with the long-term interests of the organization. Capitalizes on opportunities and manages risks.

  • Collaborates across boundaries at the organizational/agency-level to build relationships, assess customer needs, achieve common goals, provide well-written quality products, resolve problems, and satisfy customer expectations.
  • Uses effective oral and written communication to present clear and concise information, answer detailed questions, and effectively communicate management's position or rational.
  • Uses interpersonal relation techniques to deal effectively with all levels of authority and exert a positive influence when managing strong differences in opinion.
  • Assists in the development, execution, and management of risk management and internal control program and ensures compliance with federal and agency requirements.
  • Identifies and assesses enterprise and organizational risks; establishes internal controls and risk-based internal control test plans, identifies internal control deficiencies, develops corrective action plans, and tracks/monitors implementation.
  • Utilizes qualitative and quantitative methods to evaluate the effectiveness of assigned projects, management processes, and systems.
  • Identifies and recommends improvements and best practices for immediate and long-range mission and program requirements. Effectively manages up through leadership chain to gain acceptance and approval of improvements.
  • Demonstrates skills applying principles, methods, or tools for developing, scheduling, coordinating, and managing work products, including schedule and performance.
  • Develops, assesses, and reports on organizational performance, ensuring alignment with organizational vision, established strategic goals and objectives, and risks to the agency. Requirements Conditions of Employment
  • Must be a U.S. Citizen.
  • Position has been designated as Noncritical - Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct. Qualifications Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience is defined for GS-12 as: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent. Specialized experience is defined as: 1) formulating work products as part of a cross functional team at the organizational/agency-level to produce agency-level documents; 2) effectively working under an enterprise- or agency-based risk management and internal control approach that advances the effectiveness of an agency's business operations to meet strategic goals and objectives; 3) analyzing data using quantitative and qualitative methods; 4) collaborating across boundaries at the organizational/agency-level to build relationships, achieve common goals, provide well-written quality products, and resolve problems; and 5) identifying organizational change initiatives that improve business processes and assisting leadership to obtain approval for those initiatives. Specialized Experience is defined for GS-13 as: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent. Specialized experience is defined as:1) leading cross functional teams at the organizational/agency-level to produce agency-level documents; 2) leading aspects of an enterprise- or agency-based risk management and internal control approach that advances the effectiveness of an agency's business operations to meet strategic goals and objectives; 3) analyzing data using quantitative and qualitative methods; 4) collaborating across boundaries at the organizational/agency-level to build relationships, achieve common goals, provide quality products, and resolve problems; and 5) identifying and presenting organizational change initiatives that improve business programs or processes and managing up through leadership chain to gain approval of for those initiatives. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
