Duties As a PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include: * Integrates USTRANSCOM and Department of Defense (DOD) efforts to enhance Defense Transportation System (DTS) operations in a Chemical Weapons/Biological Weapons (CW/BW) and nuclear weapons environment by exploring and instituting changes to information technologies (detection/monitoring), infrastructure capabilities, operation of lift assets, and decontamination procedures. * Serves as an authority on Countering Weapons of Mass Destruction (CWMD) issues impacting the DTS with the responsibility for monitoring, analyzing and developing proactive DoD and national defense options to ensure the operational effectiveness of DoD's strategic lift capabilities based upon trends within the military, civil sector, industrial base, and anticipated adversarial employment of WMD. * Directs programs to analyze the impacts on the DTS's ability to strategically deploy Service units in a CWMD environment and provides executive management of command chemical/biological warfare defense programs. * Serves as the primary command action officer/point of contact for all CW/BW coordination actions from the Office of the Secretary of Defense/ the Joint Staff/the Services/other combatant commands. * Manages unit type codes used to deploy specialized nuclear, biological, and chemical (NBC) personnel and special mission resources in support of war plans and worldwide contingency plans. Incumbent of this position is subject to the possibility of random drug testing * Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606 * Work may occasionally require travel away from the normal duty station on military or commercial aircraft Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector: * Identifying and articulating support for the impacts of countering weapons of mass destruction (CWMD) on the Defense Transportation System (DTS) warfighter support. * Developing CWMD doctrine and obtaining concurrence/support for doctrinal changes. * Researching and analyzing policy, public laws, rules and other regulatory documents for purposes of establishing new DoD policy and procedures. * Directing programs to analyze the impacts on the DTS's ability to strategically deploy Service units in a CWMD environment and providing executive management of command chemical/biological warfare defense programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
