Duties * Serve as an Insider Threat (InT) program analyst for the USAFRICOM Office of Security Management. * Support USAFRICOM efforts to accomplish the goals set forth by Executive Order (EO) 13587 and DODD 5205.16 as they pertain to the protection of National Security Systems (NSS). * Conduct insider threat risk assessments to determine priority of indicators, assign mitigation measures, and justify referrals to the Department of Defense (DoD) Insider Threat Management and Analysis Center (DITMAC). * Contribute to the development of the Command's insider threat policies, procedures, and training requirements. * Provide regular updates to Command leadership on DoD-wide Insider Threat initiatives and best practices. * Serve as a key member of the USAFRICOM InT Hub; the InT Hub is the Command's centralized insider threat analysis, reporting, and response capability that serves to directly inform senior leaders of current and emerging insider threats. * Identify and analyze insider threat indicators as authorized by User Activity Monitoring (UAM), cybersecurity protocols, LE initiatives, counterintelligence (CI) methods, personnel security (PERSEC) practices, and human resources (HR) requirements. Visit http://www.dtic.mil/whs/directives/corres/pdf/140025v1230.pdf. * Must be willing and able to obtain and maintain Country/Theater Clearance per the Foreign Clearance Guide located at https://www.fcg.pentagon.mil/fcg.cfm. * This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with eligibility for access to Special Compartmentalized Information (SCI) for the duration of employment. * Drug Test - The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. * Must maintain no-fee passport and Visa, obtain any vaccinations and pertinent immunizations, and complete any pre-employment screening for country entry. * This position has been identified for the Security Professional Education Development (SPeD) Certification Program. Qualifications TERM APPOINTMENT: Position may be filled as a Term Appointment NTE 3 Years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Specialized Experience: One year of specialized experience which includes conducting insider threat risk analysis and/or assessment on classified information networks using information technology automation software. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: * Cyber Security

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. * Pay retention may be offered to selected applicants for positions at overseas locations.
