Duties
  • You will serve as the first line supervisor for approximately six attorneys practicing predominantly in contract law, fiscal law and ethics.
  • You will be called upon to manage the resolution of issues in the full range of Office of the General Counsel (OGC) practice areas.
  • You will plan and prepare performance plan covering work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Requirements Conditions of Employment

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications This position will be filled at the NM-05 (comparable to GS-15) pay band within the NAVAIR Science and Technology Reinvention Laboratory Personnel (STRL) System. The pay level offered will be based upon the successful applicant's qualifications and funding availability. To be eligible for selection at the GS-15-equivalent level, the applicant must have a minimum of five-and-one-half years of relevant legal experience. The candidate will supervise six civilian attorneys. The Counsel will be expected to perform and oversee the full range of OGC practice areas with an emphasis on federal acquisition law. Other practice areas include ethics/standards of conduct, civilian personnel law, fiscal law, litigation, data rights, review of non-FAR based agreements with NAWCTSD's customers, Freedom of Information Act, and Privacy Act. Applicants will be evaluated on the following factors: 1) the depth, breadth and quality of their relevant legal experience in the OGC practice areas as identified above, with significant emphasis in acquisition law; 2) supervisory or similar experience in attorney leadership roles; 3) the strength of their analytical, research, and writing skills; and 4) oral communication and interpersonal skills, to include the ability to establish relationships, to work effectively with senior military and civilian clients, and to work as part of a team. Familiarity with the Department of the Navy and OGC is not required but is desirable. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired. Education The successful applicant must have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. The successful applicant must be able to obtain and maintain a Secret clearance. U.S. Citizenship is a requirement of the position. Occasional travel may be required. There is an anticipated vacancy for the position of Supervisory General Attorney to serve as Counsel, Naval Air Warfare Center, Training Systems Division (NAWCTSD), Orlando, FL. The NAVAIR Office of General Counsel Group employs over 100 lawyers located throughout its headquarters and 9 field offices. This supervisory position is in a field office of the Office of General Counsel, Naval Air Systems Command, Patuxent River, Maryland and reports to the Counsel, Naval Air Warfare Center Aircraft Division (NAWCAD). The NAWCTSD Office of General Counsel is responsible for providing the full spectrum of legal advice to an acquisition command employing approximately 1,200 federal civilian workers and military personnel. NAWCTSD plays a vital role in responding to the Navy's evolving training and simulation needs. NAWCTSD's mission is to be the principal Navy center for research, development, test and evaluation, acquisition and product support of training systems.
