Duties
  • Plans, organizes, and directs the activities of the Communication Squadron, ensuring that base's IT plans and resources complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents the Communications Squadron with a variety of installation and functional area organizations.
  • Analyzes and manages complex operational technical expertise on all IT programming, planning, monitoring, and coordination of new and/or modified Command, Control, Communication, Computer, and Intelligence (C4I) systems.
  • Leads SCX Flight in performing IT planning, Information Assurance, EMSEC, COMSEC, and resource support for all host and tenant agencies on base. Requirements Conditions of Employment

  • May be required to travel on military or commercial aircraft while in a temporary duty status (TDY).
  • The work area is adequately lighted, heated and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.
  • Some incumbents may occasionally be exposed to uncomfortable conditions in such places as research and production facilities.
  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug testing program.
  • As a mandatory requirement for employment in this TDP, the incumbent is to refrain from the use of illegal drugs and if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as TDP.
  • Employee may act as the IT Director of Communications during the absence of the organization's military commander. Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes the ability to analyze/apply specialized computer and communication methods and analytical techniques involving LAN/WAN information systems to determine program effectiveness, to develop new, update or modify system methods, and resolve complex situations. Ability to develop knowledge management program plans, policies, and standards, providing oversight of the IT capital planning process, developing, implementing, and interpreting metrics for the evaluation of IT program effectiveness and efficiency, and leveraging human resources in the accomplishment of mission requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of information technology theories, open standards interconnect (OSI) model, enterprise and network concepts, principles, practices, procedures, policies, standards, operational requirements. Ability to evaluate, implement, interface, and integrate and optimize different analog and digital communications technologies.
  • Knowledge of IT operational, performance, and configuration characteristics of computer, IT infrastructure and communications systems to develop statements of work/objectives, and follow-on procedures/policies/practices for local use.
  • Ability to analyze/apply specialized computer and communication methods and analytical techniques involving LAN/WAN information systems to determine program effectiveness, to develop new, update or modify system methods, and resolve complex situations.
  • Skill in developing knowledge management program plans, policies, and standards; providing oversight of the IT capital planning process, developing, implementing, and interpreting metrics for the evaluation of IT program effectiveness and efficiency, and leveraging human resources in the accomplishment of mission requirements.
  • Understanding of C4 IT requirements process from conception to installation and all required supporting facilities providing needed service. Knowledge of pertinent laws, contracting requirements, regulations, policies, and precedents that affect the installation of IT systems and/or implementation of base's IT Emission Security (EMSEC), Communications Security (COMSEC), and Information Assurance (IA) support programs.
  • Ability to communicate effectively both orally and in writing to identify, direct the function and staff of an organization and to coordinate actions required in providing needed services. Skill in project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This job does not have an education qualification requirement.
