Summary You will serve as a Supervisory Contract Specialist in the Contracts Department (Code 400) of SOUTHEAST REG MAINTENANCE CTR SERMC. Duties * You will provide contracting policy and guidance to subordinate professionals and is a principal contracting advisor to the CCO and SERMC senior leaders. * You will direct a full-range of contract procurements, administrative actions, source selection decisions, sole source justifications and approvals. * You will represent the Command at top-level conferences attended by representatives from Navy, other government agencies and the private sector. * You will provide direct administrative and technical advice and support to Contracting Office Senior Leaders. * You will plan Department workload, provide assignments and direction aligned with Command goals and objectives, sets priorities and prepares schedules for completion of Department milestones. * You will support the CCO in establishing technical proficiencies, policies, organization and Department structure, budget and public relations relating to the Contracting Office. * You will evaluate and analyze information provided by other Departments and conduct organizational assessments to determine and recommend strategic direction for the Department. * You will serve as the principal advisor to the CCO on matters involving recommendations and decisions having a direct and substantive effect on Department programs and objectives. * You will make independent decisions impacting changing priorities and deferring or accelerating work as necessary to comply with changes in urgencies. * You will ensure compliance with SBA regulations and requirements. * You will assume full administrative responsibility in the absence of the CCO and Deputy CCO. * You will develop performance standards and evaluates the performance of subordinates. * You will support Equal Employment Opportunity programs and initiatives. * You will develop pre-negotiation positions and business clearances to ensure alignment with Department policies. * You will ensure Contractor Performance Assessment Reporting System (CPARS) data collection is used in procurement and administrative contracting functions. You must be certified as a Career Field Contracting Level III. Certification is required within 24 months of appointment. * You will be required to successfully complete a pre-appointment physical examination. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: The position requires experience and competencies in business contracting operations, business development, strategic planning, management, finance & accounting as well as personnel management. A mastery of knowledge of public and business law, ethics, federal regulations, acquisition policy and contracting is required. The incumbent assists in directing the operations of SERMC's contracting department by setting strategic goals, tactics, short and long term department strategies, and is responsible to interpret and disseminate DOD, Agency and local acquisition policies. Experience in the integration of contract strategies with Department resources while considering the extent of competition, urgency, production lead time, delivery requirements, need for Government-furnished material/property, option requirements and other factors. Experience developing training requirements ensuring future skill sets are developed. Supervisory experience in the analysis of contractor proposals, Technical Advisory Reports and Audit Advisory Reports.
