Cleveland County is Hiring a SOCIAL WORKER PROGRAM MANAGER - ADULT PROTECTIVE SERVICES Near Shelby, NC

The primary purpose of this position is to supervise and oversee all adult services program areas within the agency. This includes Adult Protective Services, Special Assistance In-Home Case Management, In-Home Aide Case Management, Guardianship, Representative Payee, Adult Day Program Monitoring, Adult Home Specialist and Adult Placement. This position is responsible for working directly with the supervisors and staff to meet the total needs of the services. This position reports to the DSS Director. This position supervises two supervisors and direct report social workers. Regular office hours are from 8:00 a.m. until 5:00 p.m., Monday through Friday. This position rotates After Hours coverage for Adult Services with Adult Services Supervisors.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of methods and principles of casework supervision and training. Considerable knowledge of
social work principles, techniques, and practices, and their application to complex casework, group work,
and community problems. Considerable knowledge of family and group dynamics and a range of
intervention techniques. Considerable knowledge of the laws, regulations, and policies which govern
social work programs. Considerable knowledge of behavioral and socio-economic problems and their
treatment. Ability to supervise, train, or orient lower-level social workers, students, interns, or other staff.
Computer skills. Ability to express ideas clearly and concisely and to plan and execute work effectively.
Skills would include but are not limited to; develops reciprocal work relationships within and without the
agency; interprets manual material; analyzes thoroughly; listens effectively; speaks clearly; communicates
and writes well, and functions efficiently within the administrative, supervisory, and line worker levels.
ESSENTIAL FUNCTIONS:
Continuously reviews the cases, and work of the supervisors and social workers. Consults with supervisors to ensure work is completed, policies are followed, and deadlines are met. Identifies any areas of improvements and develops a plan for improvement.
Assign cases and direct the flow of the unit work in coordination with supervisors.
Evaluates the overall unit by reviewing cases and service delivery to determine if services are effective and if the overall objectives of the various adult services are being accomplished. Receives complaints and grievances from service staff and assisting supervisors in using the disciplinary process in collaboration with the Director.
Ensure unit meets goals and performance expectations, standards, and agency/state policy through data review and quality improvement measures.
Be knowledgeable of the demographics and needs of the community regarding services and ensure staff are aware of all available resources. Collaborating with various state and local agencies to meet the needs of the community.
Regularly conferences with unit supervisors and direct report social workers to continuously evaluate and plan program areas, operational/unit procedures and needs, and identifies agency goals. Conducts a formal evaluation of each supervisor and direct report social worker. Areas reviewed may include but not be limited to, quality of work, productivity, judgment, initiative, organizational and administrative effectiveness and efficiency, leadership, and performance management.
Oversees recruitment for the Adult Services unit, which includes by not limited to reviewing applications, interviewing potential applicants for all positions, checking references, and making recommendations to the Director regarding finalist(s) for the job.
Responsible for identifying service-related training needs and staff development.
MINIMUM EXPERIENCE & EDUCATION:
Masters degree in social work from an appropriately accredited institution and three years of social work
or counseling experience, two of which was in a supervisory capacity, a master's degree in a counseling field and four years of social work or counseling experience, two of which were in a supervisory capacity; or a bachelors degree in social work from an appropriately accredited institution and four years of social work or counseling experience, two of which were in a supervisory capacity; or a bachelors degree four-year degree in a human services field or related curriculum including with at least 15 semester hours in courses related to social work or counseling and five years of social work or counseling experience, two of which were in a supervisory capacity; or graduation from a four-year college or university and six years of experience in rehabilitation counseling, pastoral counseling, or a related human services field providing experience in techniques of casework, group work, or community organization, two of which were in a supervisory capacity; or an equivalent combination of training and experience.
PHYSICAL REQUIREMENTS:
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work occasionally requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), exposure to outdoor weather conditions and exposure to bloodborne pathogens
and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

This position is a part of the Cleveland County Department of Social Services which is considered a Health and Human Services Department. By General Statue 166A-19.3, Departments of Health and Human Services are agencies that are a part of the State Emergency Response Team for occurrences or imminent threat of widespread or severe damage, injury, or loss of life or property resulting from any natural or man-made accidental, military, paramilitary, terrorism, weather-related, public health, explosion-related, riot-related cause, or technological failure or accident, including, but not limited to, a cyber incident, an explosion, a transportation accident, a radiological accident, or a chemical or other hazardous material incident. In the event that the State Emergency Response Team is activated, this position will be required to participate if deemed necessary.
