SUMMARY

The Program Manager (PM) supports the United States Special Operations Command (USSOCOM) and it’s Special Operations Forces (SOF) globally with services related to emerging technology solutions to include enterprise architecture and data science, application development and management support, training, and enterprise ecosystem support. Responsibilities include adequately staffing the program to meet requirements, assigning tasks to contractor personnel, supervising ongoing technical efforts and managing overall program performance. Responsible for the quality and efficiency of the program, including technical issues and business processes.

As a federal contractor, CNI is a drug-free workplace and adheres to the Federal Controlled Substance Act.

ESSENTIAL REQUIREMENTS  

Must possess a Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI), which requires U.S. Citizenship. 

Must possess a minimum of fifteen (15) years of experience managing complex IT projects including managing and leading geographically dispersed staff of varying skill levels.

Must possess a Project Management Institute (PMI) Program Management Professional (PgMP) or PMI Project Management Professional certification. 

Must possess a minimum of five (5) years of experience with IT Service Delivery using an Information Technology Infrastructure Library (ITIL)/ITSM framework on complex IT projects.

KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.

Provides management and oversight of all activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified in this Performance Work Statement (PWS).

Provides initial estimates for Level of Effort (LOE) and schedules for completion for all assigned tasks.

Conducts regular reviews of the Program Management Plan (PMP), staff assignments, monthly progress, and financial reports with the Government sponsor.

Provides and maintains a status of Government- Property (GP) and Contractor Acquired Property (CAP) report.

Informs the Government sponsor of any technical, financial, personnel, or general managerial problems encountered throughout the Period of Performance (PoP) as soon as possible.

Facilitates communications, uses industry-best-standards and proven methodologies to track and document contract requirements/ activities to allow for continuous monitoring and evaluation by the Government.

Accounts for all PWS activities, financials, performance metrics, and outcomes in the form of a Monthly Status Report (MSR) and consolidated annual report. As part of the program management task, the PM shall create and execute a strategy to provide overarching program management support throughout the USSOCOM ecosystem.

EDUCATION AND EXPERIENCE

Bachelor's degree in a relevant field and a minimum of fifteen (15) years’ relevant experience, or equivalent combination of education/experience.

Possess a minimum of five (5) years of experience with IT Service Delivery using an Information Technology Infrastructure Library (ITIL)/ITSM framework on complex IT projects.

Possess a Project Manager Professional (PMP) certification from the Project Management Institute (PMI).

JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES

Must be proficient in utilizing MS Project, Jira, or other industry standard project management software.

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Work is primarily performed in an office environment. Regularly required to sit. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
