CobbFendley is seeking a Project Manager in our McAllen, Texas office.
  • Bachelor’s degree in Civil (or Electrical) Engineering from program accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering Technology (EAC/ABET) required.
  • Professional Engineer license in Texas is required or ability to obtain within 6 months.
  • Must have 5-10 years of relevant traffic design and analysis experience such as traffic signal design, illumination design, ITS design, performing Traffic Impact Analysis (TIA), illumination analysis, signing and pavement marking design, traffic studies, speed studies, minor roadway design, traffic control plans and pedestrian/bike facility design.
  • Desire to work in the Traffic Department with an emphasis on Traffic Engineering analysis and design.
  • Experience in AutoCAD and/or MicroStation is required.
  • Experience in Synchro, VISTRO, SignCAD, HCS, and AGi32 software is desired.
  • Working knowledge of the TMUTCD, HCM, HSM, ITE Trip Generation Manual, and AASHTO Green Book.
  • Strong organizational skills and attention to detail.

Essential FunctionsCobbFendley’s Construction Managers are expected to achieve established department and company goals, including resource allocation, task coordination, progress monitoring, and adaptable strategies to ensure projects are completed on time and within scope.
  • Develop scope, schedule, and fee to submit and negotiate assignments with clients.
  • Work with CobbFendley’s risk management team to negotiate contracts.
  • Identify subconsultants, material providers, suppliers, etc., and initiate subcontracts, POs, and company accounts, with CobbFendley’s subcontracts team and accounting as required on projects.
  • Work with subcontractors on their scope, fee, and budget and manage the subcontractor invoices and subcontract closeout.
  • Work individually or with project teams of varying size and complexity to deliver projects on time and within budget while achieving the project objectives including quality control.
  • Work proficiently in VantagePoint (CobbFendley’s financial management software) to open new projects, manage project financial performance throughout the lifecycle, and close projects.
  • Write invoice progress reports to manage invoice payment and accounts receivables to minimize days sales outstanding. Perform and submit monthly project invoicing (reviews and approvals).
  • Perform quality control review of completed designs and other project tasks, including preliminary engineering reports (PER), layouts/schematics, plans and specifications, and cost estimates.
  • Use existing and develop relationships with clients, partners, and local organizations to gain an understanding of new business opportunities for CobbFendley.
  • Work with the Marketing Department, local leadership, and resources around the company to win new work and grow the company backlog including proposal preparation efforts.
  • Adhere to CobbFendley’s safety program including identifying safety hazards, completing training requirements, utilizing personal protective equipment (PPE), and developing required Project Safety Plans and Job Safety Hazard (JSA) forms, etc.
  • Travel to CobbFendley offices, client offices, and project locations will be required as needed.
  • Collaborate with professionals and clients to increase our industry knowledge. Maintain a professional attitude and fulfill responsibilities with integrity consistent with industry standards.

Supervisory ResponsibilitiesThis role will not have direct reports at this time; however, it does require the mentorship of a project team to assist in their training and development.
Physical Requirements
  • Sitting and/or standing for extended periods of time.
  • Mobility within the office including movement between floors and workstations.
  • Repeated motions (e.g., typing, reaching, bending, lifting, and carrying).
  • Communication with other employees and clients.
ENVIRONMENTAL FACTORS
  • Most work is performed in a professional office environment. Some trips to client offices and job sites for observations will be required.
  • Job site observations factors could include: walking and climbing on uneven surfaces, exposure to outdoor environments and extreme weather (heat and freezing temperatures), noise exposure, driving for extended periods of time, exposure to allergens (e.g., pollen, dust, cedar, sumac, poison ivy), exposure to construction and traffic work zones, possible hand and power tool use, and extended periods of Personal Protective Equipment use.
  • Extended use of electronic devices (e.g., computers, printers, copiers, scanners, plotters, and telephones).
  • Use of cutting tools and equipment (e.g., plotting equipment, rotary paper cutter).
EXPECTED HOURS OF WORK This is a full-time position. Days and hours of work are Monday through Friday, 7:30 AM to 4:30 PM CST/local time zone.
This position may include the need for overtime hours.
