This position performs its duties on the Indian Valley (Novato) campus, with occasional travel to the Kentfield Campus, so if not already residing within the Bay Area, the successful candidate must be willing to relocate.Position OverviewUnder the general direction of the Executive Director of Human Resources & Labor Relations or designee, perform a variety of technical duties in support of various classified human resources functions; prepare, maintain, process and verify various personnel data, forms, records and reports; serve as an informational resource to employees, applicants and the public regarding assigned personnel functions.
This position performs at the journey-level. It differs from the Human Resources Technician I level in the level of responsibility, and complexity of assigned tasks. The primary focus of this level is to support the internal (HRIS) Human Resources Information System, including the development, testing and implementation of new and existing programs; create and implement databases to replace current manual systems; conduct trainings on new processes and procedures and ongoing trainings for all new employees; manage the onboarding processes for all hires; identify and convert forms to an electronic format; streamline departmental processes; assist with the coordination of Retiree Program Events and manage retiree database; prepare departmental communications and manage/update the Human Resources website and regulatory postings.

Essential Functions
  • Perform a variety of technical duties in support of various classified human resources functions; compile, track, verify and process a variety of related personnel forms, data and information; respond and resolve issues and concerns related to employee processing, TB and fingerprint clearance, attendance records, Workers' Compensation, Leaves of Absence, EDD, ADA and ASL requests, and other matters in a timely manner.
  • Establish and maintain a variety of personnel files and records according to established policies and procedures; onboard, process and update records and files with new hires, employee information, personnel/payroll changes, assignments, attendance, absences, salaries, eligibility, leaves, evaluations, and other information as assigned.
  • Prepare, print, distribute, collect, sort, file, screen and process various forms related to pre-employment matters, recruitment, payroll/personnel and other personnel functions; verify various employment and personnel information; review accuracy, completeness and make corrections as needed.
  • Serve as an informational resource to employees, applicants and the public regarding personnel functions; respond to inquiries and provide information concerning related standards, timelines, requirements, practices, processes, policies and procedures; receive and respond to written and verbal inquiries from outside organizations.
  • Prepare and distribute a variety of correspondence such as letters, forms, notifications, memos, and interview questions for hiring of work study students; assist employees and applicants in completing required forms, applications and paperwork as needed.
  • Provide support to the Executive Director with the departmental budget, including processing of purchase orders and invoices; manage calendar and schedule meetings, including staff meeting coordination. Confidential document management and scheduling for investigations.
  • Input and update personnel/payroll data, and a variety of other information in an assigned computer system; establish and maintain automated records and files; initiate queries and generate computerized reports (ex: Job Record Validation, New Hire EDD Reporting) and documents (ex: completing Verifications of Employment for Public Service Loan Forgiveness); verify accuracy of data input and output.
  • Communicate with administrators, personnel and outside organizations to exchange information and resolve issues or concerns; refer applicants and personnel to other resources, departments and organizations as appropriate.
  • Operate a variety of standard office equipment and assigned software, and other media equipment as required. Monitor inventory levels of office supplies.
  • Receive, sort and distribute mail as required; collect, prepare and disseminate outgoing mail for distribution.
  • Assist with the coordination of Retiree Program Events and manage retiree database; prepare departmental communications and manage/update the Human Resources website and regulatory postings.
  • Attend, calendar, organize and participate in various meetings, governance committees, events, workshops and seminars as assigned.
Other Functions:
  • Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.
Requirements & DesirablesRequirements
  • Graduation from high school or equivalent; and
  • Any combination of education and experience equivalent to five (5) years' general administrative and/or human resources experience; and
  • Demonstrated sensitivity to and an understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds, disabilities and learning styles of community college students and staff.
Desirable Qualifications
  • Any HR Certification (e.g. PHR/SPHR, SHRM- CP/SHRM-SCP, etc.)
  • Bachelor's degree AND five (5) years' experience working in human resources or a related area

CONDITIONS OF EMPLOYMENTPrior to employment, the selected candidate will be required to complete the following:
  • In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
  • Criminal Justice/Fingerprint Clearance.
  • California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
  • DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
