Job Summary:

The Human Resources Generalist is responsible for providing assistance with a wide range of human resource functions, including: recruiting, interviewing, and hiring personnel, providing assistance with performance appraisals and corrective actions, and ensuring personnel are well informed of human resource policies and programs. The Human Resources Generalist may manage the Human Resource Information System (HRIS), maintain and update employee records, complete assigned tax, insurance, benefits reporting requirement, and ensure that Colorado River Indian Tribe's records and reporting are in compliance with Federal and if required, State regulations. They update job descriptions and could assist with salary administration processes; and/or provide assistance to area personnel on training programs, benefits management, and other human resources concerns.

Duties & Functions:

  • Administers various human resources plans and procedures for all personnel; assists in development and implementation of personnel policies and procedures; prepares and maintains the Employee Hand book and policies and procedures manual.
  • Develops effective, trusting relationships with all employees; assisting employees with day-to-day human resource questions.
  • Performs salary and exempt classification reviews to ensure compliance with appropriate labor laws and updates or creates position descriptions, as needed.
  • Performs job analysis and evaluations to ensure that positions are being compensated fairly and in accordance with the market.
  • Coordinates employee leave programs and audits annual leave and sick leave.
  • Administers multiple leave programs to ensure employees qualify and adhere to policy
  • Completes COBRA paperwork and other tasks related to the termination of employees under the guidance of the HR Director.
  • Sets up new employees in the payroll system and maintains employee data in the HR In formation System.
  • Participates in developing department goals, objectives and systems.
  • Oversees the maintenance of personnel files in an organized and confidential manner; ensures systems are in place to track I-9 compliance and H-1B compliance as needed.
  • Uses critical thinking to solve human resources issues.
  • Participates in staff meetings and attends other meetings and seminars as requested.
  • Maintains compliance with Federal and State regulations concerning employment.
  • Other duties may be assigned at the discretion of the Director or designee to fulfill the Department’s needs, objectives and/or goals.
  • Follow established Tribal policies and those outlined in the Colorado River Indian Tribes Employee Handbook.

Required Skills and Abilities:

  • Competent understanding of employee related to pics including: benefits, compensation, recruitment, performance and development, termination, employee relations, and State and Federal labor laws and regulations, as they apply to Tribes.
  • Experience and strong understanding of HRIS and related processes.
  • Superior written and verbal communication skills to handle sensitive and confidential situations, provide guidance, and documentation.
  • Excellent oral/written communication skills, including group facilitation and presentation skills.
  • Excellent interpersonal skills, including leadership, influencing, and relationship-building across functions.
  • Ability to organize/prioritize work, manage multiple tasks and projects and function effectively as a self-directed leader of multiple initiatives.
  • Ability to establish and maintain effective working relationships with staff, vendors and the community.
  • Able to multi-task as well as work independently and with minimal supervision.
  • Ability to deal with stressful situations on the phone as well as in person.
  • Ability to exercise good judgement and decision –making skills.
  • Basic operation of a workstation (turning on/off, knowledge of basic functions and components) and general office equipment. Use/storage/maintenance of multiple usernames and passwords. Computer- related problem-solving skills through the use of available trainings and help desk.
  • Knowledge of Microsoft Office Suite (Word, Excel, etc.), internet software and appropriate storage of electronic files.
  • Ability to perform other duties as assigned.
  • A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers.
  • Valid driver's license, current auto insurance and the use of a privately-owned vehicle for business purposes.

Education & Experience Requirements:

  • Five years of relevant experience in the Human Resources field or a combination of education and experience.
  • Two years working for a Tribal government or Tribal enterprise in Human Resources.
  • Bachelor’s degree in Human Resources Management or related field.
  • High School Diploma or equivalent GED is a minimum requirement.
  • Tribal Human Resources Professional (THRP) and/or SHRM Certification preferred.
  • Must possess a current valid driver’s license throughout employment.

Physical Requirements:

  • Be able to stand at least eight (8) hours.
  • Must success fully complete a drug screening test prior to appointment
  • Physically able to perform duties assigned.
  • Occasionally work extended shifts as assigned, some weekends and holidays.

Confidentiality: All employees must uphold all principles of confidentiality to the fullest extent. This position has access to sensitive information and a breach of these principles will be grounds for immediate termination.

Background Investigation: This position may be subject to a criminal history background check, a suitability background check and/or a Fair Credit Reporting Act (FCRA) check. In addition, some positions are subject to a 101-630 background check in an effort to ensure compliance with Public Law 101-630 "Indian Child Protection and Family Violence Prevention Act." Candidates must be able to successfully pass all required background checks to qualify for this position.

Drug Screening: All applicants must successfully pass a pre-employment drug screening prior to beginning employment and will be subject to random drug testing per the CRIT Substance Abuse Policy.
