Salary Range: $42,800 $51,300 $59,800SummaryThe primary purpose of this position is to provide support for all CH development activities assuring compliance with Project Based Voucher requirements; RAD requirements and Low-Income Housing Tax Credit requirements. The incumbent is responsible for the day-to-day operations of the Project Based Voucher Program in accordance with all HUD requirements and CH policies and procedures.
All activities must support the Columbia Housing Authority’s (“CH” or “Authority”) mission, strategic goals, and objectives.
Essential Duties And ResponsibilitiesThe position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
  • Responsible for property specific Project Based Voucher waiting lists; monitors waiting lists; coordinates with property management to assure sufficient applicants at all times to meet property turnover projections; coordinates opening of property specific applications; posting notifications and closing of application periods; established maximum applicants to be assigned to lottery wait list based on property specific turnover rates.
  • Monitors eligibility pool for each Project Based Voucher property assuring that property management maintains sufficient completed eligibility applications to meet property turnover projects and minimize vacancy loss.
  • Serves as liaison with all owners of properties with Project Based Voucher HAP contracts; meets regularly with owners and/or management agents; addresses concerns and enforces the PBV HAP contract and program regulations.
  • Audits random selections of tenant files on a monthly basis, assuring all tenant files are in compliance with Project Based Voucher Program regulations and Low-Income Housing Tax Credit regulations as required.
  • Coordinates Project Based Voucher Housing Quality Standards inspections with Property Management and third-party inspectors assuring timely inspections for new move-ins and random selection of twenty percent of units for biennial inspections; review inspection results and assure timely repairs in accordance with HQS requirements.
  • Monitor property vacancies and turnaround time; manage all vacancy claims for each Project Based Voucher property; prepare vacancy claim forms upon re-occupancy of vacant units; secure approval of claims and assure timely payment of vacancy payments.
  • Serves as Columbia Housing’s Low Income Housing Tax credit liaison; supports all Low-Income Housing Tax Credit properties in the CH portfolio; coordinates all property management transitions of LIHTC properties; trains CH property management staff on LIHTC requirements and provides ongoing support to CH staff.
  • Conducts compliance review of all LIHTC files; provides final sign off on files prior to issuance of final TIC for each file including for new move-ins and all annual LIHTC recertifications; utilizes checklist to identify file errors and provides guidance and support to Property Management on correction of all file errors.
  • Serves as liaison with SC Housing and Property Management (in-house and third-party) on all tax credit related reporting and compliance requirements; assures Property Management completes timely upload of all LIHTC files to SC Housing portal; monitors annual OAC and other reporting requirements; receives and reviews all reports from Property Management and submits to SC Housing as required.
  • Collects, reviews, ensures accuracy of, and analyzes operational information and data. Based on information, data, and statistics, accurately prepares a variety of weekly, monthly, annual, and other periodic documents and reports concerning operations and trends.
  • Performs other duties as assigned.

Job Competencies
  • Extensive knowledge of the Project Based Voucher Program and the Low-Income Housing Tax credit program including LIHTC certification.;
  • Knowledge of departmental policies and procedures.
  • Extensive knowledge in private and public sector as it pertains to asset and property management principles and practices; landlord-tenant regulations; barriers to housing opportunities encountered by low-income households, including those with special needs.
  • Knowledge of advanced principles, practices and administration of program development, coordination, contract negotiation, and budget preparation.
  • Demonstrated skill in interpreting and applying pertinent Federal, State and local laws, codes and regulations.
Education And/or ExperienceBachelor’s degree in business administration, Public Administration, Finance, or related field and a minimum of five (5) years of progressive experience in administration of housing subsidy programs; asset management, auditing, finance, or accounting. An equivalent combination of education and experience may be considered.
Some positions may require possession of a valid driver’s license and the ability to be insurable under the Authority’s automobile insurance plan at the standard rate.
Technical SkillsTo perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
