Columbus State Community College is Hiring a Manager, Talent Development Near Columbus, OH

Job SummaryThe Manager of Talent Development will provide leadership in working with unit liaisons and subject matter experts (SMEs) to identify the training and development needs of the College. The Manager will also work with SMEs and College leadership to strategize, coordinate, and deliver college-wide training for new and current employees at all levels, ensuring all training and delivery is equitable and accessible. The Manager will implement measurement tools, provide feedback, and ensure the maintenance of training records. Additional responsibilities will include overseeing course deliverables in the Learning Management System (LMS) and supporting other third-party training platforms.
Learning & Development Leadership
  • Collaborates with Human Resources (HR) Instructional Designers in developing content to support training deliverables through various delivery methods. Assists in overseeing and delivering eLearning, instructor-led content, and other real-time performance support aids to enhance the learning process.
  • Through various tools, develops individualized and group training programs that address specific needs and goals for employee success. By researching new trends and technology in talent development, innovates training delivery methods and tools to deliver creative and compelling learning experiences.
  • In collaboration with the Chief Organizational Development Officer, partners with external vendors to ensure training deliverables are aligned with the College objectives and core values. Counsels employees across the College concerning learning and development opportunities in their career areas.
  • Analyzes training needs to develop new training programs or modify and improve existing programs. Evaluate Talent Development, Trainer performance and the effectiveness of training programs, providing recommendations for improvement.
  • Coordinates, develops, and provides training and staff development programs, using knowledge of the effectiveness of methods such as instructor-led training virtual or classroom, on-demand online training, demonstrations, on-the-job training, meetings, conferences, and workshops.
  • Works in alignment with HR Business Partners to strategize individual employee development plans on an as needed basis.
  • Utilizes marketing tools to promote training programs through various communication methods. Partners with the Chief Organizational Development Officer to draft communication to the College pertaining to employee training. Coordinates scheduling of training activities by managing a monthly calendar.
  • Collaborates with the HR Learning Designer to build class descriptions and schedules in the LMS and conducts and facilitates training programs as appropriate. Evaluates the learning and skill development; retains organized records of training programs, enrollment, and completion of participants.
Project Management & Cultivating Partnerships
  • Identifies and assesses training needs through a variety of methods inclusive of job analysis and consultation with supervisors and employees. Maintains a thorough, up-to-date understanding of all areas of the College.
  • Implements effective and purposeful training methods. Assesses employees’ skills, performance, and productivity to identify areas of improvement. Drives College values, philosophy, and supports strategic initiatives through all training, learning, and development activities.
  • In partnership with the Chief Organizational Development Officer, collaborates with cross-functional team members, CSCC people leaders, and SMEs to develop continuous improvement strategies prioritizing the employee and student experience.
  • Conducts needs analysis and recommends effective learning solutions. Collaborates with SMEs to design training content and areas to measure training effectiveness.
  • Leads regular content review of existing training programs with college partners. Operates cross-functionally to ensure information flow, including understanding of overall process improvement direction and desired results.
  • Partners with HR Instructional Designers and HR Analysts to build the delivery plan of training programs through an analytical lens. Partners with individuals outside the College, representing the organization to other external sources.
Operational Leadership & Administration
  • Provides daily leadership, strategy, general direction, and mentorship to the Talent Learning and Development Trainers. Assesses and identifies training certification opportunities for the Trainers.
  • Develops, implements, and maintains policies and procedures to optimize on-going operations.
  • Participates in strategic planning for employee interface and organizational development process/operations. Assigns and delegates tasks, provides direction, resolves issues and eliminates barriers, communicates job expectations, trains staff, and develops professional growth opportunities.
  • Assists the Chief Organizational Development Officer with the implementation of learning and development strategies and priorities. Assists in recruiting and hiring and provides ongoing feedback and coaching.
  • Assists in departmental budgeting by understanding budgets associated with proposals and/or projects relating to learning and development. Identifies training material and supply needs for classroom training and work with the Learning and Development Coordinator to purchase by following College processes and procedures.
  • Conducts annual employee evaluations and recommends pay increases, promotions, and other personnel actions.
  • Administers disciplinary actions upon approval, and in collaboration with Human Resource Leadership.
  • Approves leaves and authorizes work schedule alterations as appropriate. Interprets, explains, carries out and enforces the College's policies.
  • Assists Chief Organizational Development Officer in managing learning and development budget and design cost-effective training programs.

Minimum Qualifications
  • Bachelor's Degree in Human Resources Management or related field.
  • Minimum of five (5) years experience in a supervisory role in learning and development.
  • Previous experience in the following areas: training delivery, program development, eLearning software knowledge, and training analytics.
  • State Motor Vehicle Operator's License or demonstrable ability to gain access to work site(s).
Preferred QualificationsCTT Certified or CPTD Certified is preferred.
  • An appropriate combination of education, training, coursework, and experience may qualify a candidate.
Schedule: Hybrid: Monday - Friday, 8 am - 5 pm. Hours may include working outside of a normal workweek schedule to support the workload.
