Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-14 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:
- Assessing the impact of foreign government actions on the competitiveness of a U.S. industry;
- Providing analysis of trade industry;
- Assist in leading teams to deliver quality, and timely services and/or work products;
- Developing recommendations and providing status reports to leadership.

Responsibilities:

As a Lead International Trade Specialist , you will perform the following duties:

  • Guide and assist a team of related industry analysts to enable the team to deliver improved quality, quantity and timely services and/or work products to their stakeholders
  • Provides information to the supervisor on performance and/or behavior problems of the team and individuals
  • Undertake sectoral assignments requiring both a comprehensive understanding of how the individual industries in the sector interact and engage in international trade and the ability to forecast changes to the sector's competitive position taking into account factors such as government policy (foreign and domestic), new technology, foreign production or service delivery, and strategic use requirements.
  • Provide expertise on the assigned sector, or any of the related industries at meetings held or taskers assigned at the Secret level, particularly as it relates to the national security transaction review work of the Committee on Foreign Investment in the United States (CFIUS).
This Job Opportunity Announcement may be used to fill other Lead International Trade Specialist GS-1140-14 FPL 14 positions within the International Trade Administration in the same geographical location with the same qualifications and specialized experience.
