DescriptionThe Department for Income Support, Division of Child Support Enforcement are looking for an outstanding, committed, and professional Budget Specialist. This position will perform financial and/or policy analysis for financial reporting, compliance, and budgetary projection, and determines impact for the development of policy planning and/or formulation of budget requests.
Responsibilities Include But Are Not Limited To
  • Performs professional accounting duties to administer highly complex program across multiple agencies, specifically for the Child Support Enhancement grant.
  • Oversees, reviews, and conducts financial audits of county attorney's time allocation, direct costs and proportional cost for accuracy and adherence to state regulations and policies by the Cabinet for Health and Family Services.
  • Audits County Attorney vendor accounts with outstanding invoices.
  • Monitors accounts for accurate reporting and records audit corrections to invoices.
  • Rejects invoices to vendors for corrections.
  • Provides technical advice and assists in designing, testing, and revising systems of internal control.
  • Evaluates and monitors CHFS internal control plan for compliance with federal/state inter control requirements.
  • Develops procedures to ensure Cabinet compliance with laws and regulations regarding fiscal operations.
  • Audits bank accounts to assure proper reconciliation and compliance with generally accepted auditing standards (GAAS).
  • Prepares, reviews, and approves all levels of complex accounting entries, not limited to cash, receipt documents, payable, travel documents and journal vouchers.
  • Guides staff on accounting issues.

  • Ability to stay up to date with current regulations.

Minimum RequirementsEDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in statistical or policy analysis, accounting, auditing, planning, or a related field.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Professional experience in statistical or policy analysis, accounting, auditing, planning. or a related field will substitute for the required education on a year-for-year basis.

Incumbents working in this job title perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
