The mission of the Office of Administrative Services is to support our agency partners in fostering an understanding of and adherence to regulatory requirements and create a positive, supportive work environment that values all employees.
The Division of Financial Management supports the agencies within the Energy and Environment Cabinet in procurement activities. We are currently searching for a candidate for a Purchasing Officer I position within the Procurement Branch. This position offers the opportunity to work with the Energy and Environment Cabinet’s wide variety of agencies such as Forestry, Waste Management, Conservation, Mine Safety and Oil & Gas.
Holders of the (Job Classification) position will complete tasks such as:
  • Audits procurement documents to assure proper preparation of documents, such as travel documents, utility bills and grants in compliance with the Cabinet’s Policies and Procedures.
  • Assists the Procard Administrator with monitoring and auditing procurement card purchases to ensure compliance with the Model Procurement Code and the Cabinet’s Policies and Procedures.
  • Creates and completes delivery orders and purchase orders for uniform orders for the entire Cabinet in accordance with the Cabinet’s Uniform Policy and the Model Procurement Code.
  • Keeps a detailed log of all uniformed employees to show when uniforms were ordered and when they are due for replacement uniforms.

  • Ability to prioritize and work on multi-projects at a time to meet required deadlines.
  • Attention to detail being thorough and accurate in completing tasks.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: NONE
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Experience in purchasing will substitute for the required college on a year for year basis. Certification with the National Institute of Governmental Purchasing as a Certified Professional Public Buyer (CPPB) will substitute for one year of the college requirement OR certification as a Certified Public Purchasing Officer (CPPO) will substitute for two years of the college requirement.

Incumbents working in this job title perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
