Job Duties
Serve as the Assistant Executive Director by supporting the Executive Director in the program management of the Contractors section and its five associated boards: the Board for Contractors, the Waste Management Facility Operators Board, the Polygraph Advisory Board, the Board for Asbestos, Lead, and Home Inspectors, and the Board for Waterworks and Wastewater Works Operators and Onsite Sewage System Professionals. Administer the training program accreditation and training course approval processes, ensuring accurate and efficient operations of the boards' programs. Provide technical expertise on regulatory and legislative proposals, and interpret, implement, and apply complex regulations and laws. Act as a liaison to other agencies.

As part of The Department of Professional and Occupational Regulation (DPOR), you will play a critical role in the economic vitality of Virginia by helping qualified people start businesses and work in their chosen fields. DPOR is an executive branch agency under the Secretary of Labor for the Commonwealth of Virginia. Our regulatory boards are comprised of practitioners and citizens appointed by the Governor and are responsible for regulating certain professions and occupations, ranging from architects and contractors to cosmetologists and professional wrestlers. We protect the public by verifying minimum competency, investigating complaints, and upholding professional compliance with state laws and regulations.
TELEWORK OPTIONS: Please note that this position may be eligible for limited telework and is not a full-time telework position. Upon hire into this position, the agency requires the incumbent to be in the position for 90 days before a specific telework schedule may be submitted for consideration.
Minimum Qualifications
• Knowledge of law, regulation, and the procedures associated with the regulation of professional occupations, administration of examinations, or the adjudication of disciplinary cases.
• Ability to establish effective working relationships with a variety of groups, individuals, and agencies.
• Experience with public speaking, to include preparing and delivering effective training.
• Knowledge of licensing processes and DPOR agency computer systems and software.
• Knowledge of Virginia's regulatory review processes, including applicable laws, regulations, and executive orders.
• Demonstrated ability to conceptualize, draft, analyze, interpret, and explain regulatory and legislative concepts.
• Ability to direct and to support the administrative activities of boards with complex regulations and operating procedures.
• Ability to manage and conduct meetings, studies, and investigations.
• Ability to interpret, implement, and apply law and regulation, to develop policies and procedures, and to identify and analyze problems and formulate solutions.
• Strong oral and written communication skills.
• Ability to implement, monitor, and, as necessary, improve processes to ensure consistent, accurate, and efficient processes are in place.
Additional Considerations
• Experience with supervising.
• Experience working in a regulatory environment.
• Work experience in public administration, government, business administration or related field preferred.
