Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly skilled professional to serve as a Data Governance Lead, enabling the agency in launching a Data Governance program that will establish policies and procedures regarding how data is collected, managed, and reported for making informed decisions, and will support the Modern Data Ecosystem. This position will monitor and enforce adherence to data governance program policies, standards, and processes; ensure efficient project execution, effective collaboration, and the realization of our data management goal; and streamline and accelerate our data-driven transformation journey aligned to agencies architectural roadmap. This position will also champion innovation and process improvements to enhance the efficiency, scalability, and reliability of data solutions, and partner with various departments to support and enable transformation of the data ecosystem. This position will provide leadership for the team by bringing in best practices aligning to technical direction and enabling relevant training for the teams on art of the possibilities; will serve as a liaison between various stakeholders in the agency; and will report to the Chief Data Officer, collaborate with senior leaders across the agency to develop, and drive the data governance strategy. This position is a restricted position funded by a federal grant ending November 24, 2027, and is not eligible for layoff benefits per DHRM state policy 1.30.

Minimum Qualifications

• Deep understanding of data governance framework, roles, principles, policies, standards, and best practices in the context of government data management.
• Awareness of data governance requirements within public sector relevant to the agency's mission.
• Knowledge and experience in various data management principle for effective data use.
• Ability to create, evangelize, and implement policies following a life cycle management process.
• Experience in change and project management to support and sustain data governance.
• Strong analytical and critical thinking skills to identify data governance issues and propose effective solutions.
• Experience building KPI’s and leading initiatives to ensure high data integrity.
• Ability to develop and sustain the various processes aligned to defined Data governance framework for continuous improvement.
• Awareness and support of tools to support data governance workflows across the life cycle.
• Familiarity with metadata management tools.
• Experience with data visualization process, tools, and techniques to enable data driven insights.
• Familiarity of cloud-based technologies in support of data governance on a modern cloud-based data platform.
• Experience with database management and the use of SQL for data analysis and manipulation.
• Experience in developing and conducting training programs.
• Understanding of data security and privacy best practices.
• Strong written and verbal communication skills to convey data governance concepts and initiatives to both technical and non-technical stakeholders.
• Proven leadership skills to drive cultural change and promote data governance adoption.
• Ability to engage and collaborate with diverse stakeholders, including senior management, IT teams, and data stewards.
• Exceptional analytical and problem-solving skills.
• Excellent communication and collaboration abilities for effective teamwork.

Additional Considerations

• Relevant certifications on Data Management, Change Management, Project Management, Cloud based technologies.
• Experience with Agile methodologies and project management frameworks.
