Job Duties

This position is open to current State employees of the Commonwealth of Virginia.
The mission of the Virginia Department of Forensic Science (DFS) is to provide laboratory services in criminal matters in the Commonwealth of Virginia, support the criminal justice system with quality and timely services, and advance the understanding of forensic science in order to promote public safety. DFS is fully accredited by the ANSI National Accreditation Board (ANAB) and has four locations throughout the Commonwealth. The Department has experienced record growth and is currently in construction of a new state of the art facility in Hanover County. The Central Laboratory, Director’s Office, Administrative Offices, and the Office of the Medical Examiner, currently located in Richmond, will move to the new facility when it is completed. The transition is anticipated for First Quarter 2026.
The DFS Human Resource Team is seeking an experienced human resource professional to serve as the agency’s recruitment and selection, classification and compensation consultant, and provide onboarding support and training to its hiring managers. In this position, the Human Resource Generalist will:
• Ensure compliance with federal and state laws
• Consult with hiring managers to develop recruitment strategies, and plan and organize all recruitment and selection activities to ensure program compliance
• Coordinate background investigations and oversee recruitment file maintenance
• Evaluate job positions, salary, and provide guidance on the resolution of classification and salary inquiries
• Assist managers in screening, selection, and salary recommendations
• Initiate, recommend, review, track and/or process pay actions
• Administer a dual compensation plan
• Maintain electronic spreadsheets and an in-house HR database
• Development and facilitation of training, and complying with initiatives, policy, and agency needs
In addition, this position will serve as the Agency’s training and development and drug testing coordinator and have a shared responsibility for a variety of HR functions to include, but not limited to, performance management, background investigation, records management, benefits, time and leave, Cardinal HCM reports, payroll processing, database entry and management, and other administrative tasks as assigned. Exceptional customer service skills are required to work with internal and external customers.

Minimum Qualifications

• Comprehensive knowledge of Department of Human Resource Management (DHRM) human resource policies and procedures, and federal and state laws, regulations, and guidelines
• Considerable experience administering recruitment and selection, classification and compensation, onboarding, and performance management programs
• Experience developing and facilitating training programs and materials
• Demonstrated experience interpreting policies and procedures, providing sound recommendations, independently resolving problems, and working effectively with all levels of management and staff
• Experience with the Commonwealth of Virginia’s Recruitment Management System (PageUp) and Cardinal HCM, including creating and maintaining reports
• Proficiency in Microsoft Office 365 Suite to include Word, Excel, and Access, and database management
• Experience organizing and prioritizing a variety of competing demands and projects while meeting established deadlines
• Strong oral and written communication and administrative skills with attention to detail
• Ability to have discretion in handling sensitive and confidential information
• Team and leadership skills that contribute effectively to the HR team and the esprit de corps of the agency

Additional Considerations

• Certification as a Human Resources professional such as SHRM-CP, SHRM-SCP, PHR, or SPHR, and/or Certified Compensation Professional (CCP)
