The Division of Support and Transformation is currently seeking a Program Budget Consultant Senior to become part of the Finance and Contract Management Unit within the State Programs portfolio. The State Programs portfolio includes the following areas: Division of Child Support Enforcement, Division of Licensing, Division of Business Operations and Division of Support and Transformation.

This position will perform lead work in the development and management of the Division’s State Programs Portfolio budget and general accounting functions as it relates to grants, accounts payable and state procurement. This position will monitor, adjust, and project expenditures; research and evaluate projects; maintain budgetary controls within the portfolio; analyze and manage data to drive outcomes; utilize data analysis techniques to perform work and investigate questions; analyze and review State Programs procedures and operations in order to measure compliance, effectiveness, and performance based on established standards & Program/management objectives; review the internal accounting controls;’ assist other Program Consultant(s) within Program Financial Administration; develop and execute the operating budget and prepare and present monthly budget briefings for management/senior management, including but not limited to determining that all financial transactions against the budget are appropriately coded, properly funded and approved; prepare budget requests and fiscal impact statements; and assists in policy development, interpretation, and evaluating accounting procedures for State Programs, and will provide direct support to the Budget and Finance Supervisor and State Programs.

Minimum Qualifications

• Comprehensive working knowledge of budgeting and accounting principles and practices.
• Experience budgeting for programs and/or projects.
• Demonstrated ability to plan, monitor, and report on complex budget issues, including forecasting and recommending action to management.
• Strong analytical skills including ability to forecast revenue and expenditures; gather and analyze data for significance and trends and other variables; and manipulate data contained in financial systems into clear, concise reports for management.
• Demonstrated ability to research, analyze and present the final/main analysis/points that include supported recommendations in a concise and clear format.
• Demonstrated ability and skill in developing and evaluating policies and procedures, and interpreting federal and state regulations, laws and guidelines and the ability to plan and manage multiple projects and tasks.
• Demonstrated attention to detail with an extremely high accuracy rate.
• Communicates effectively orally and in writing with internal and external customers.
• Demonstrated proficiency in the use of database programs, MS Outlook, Word, Excel, and PowerPoint.

Additional Considerations

• CPA.
• Familiarity with legislative processes.
• Knowledge of human services programs, policies and procedures in Virginia or another State.
