Job Duties

The Virginia Department of Transportation’s (VDOT) Local Assistance Division (LAD) provides oversight and guidance to localities administering transportation projects. In addition, LAD oversees special funding programs, which include Transportation Alternatives, Revenue Sharing, and Urban Maintenance and Construction. LAD is seeking an Urban Program Coordinator can work effectively as a member of a team to provide oversight and support to the Local Assistance Division programs.
The Virginia Department of Transportation’s (VDOT) Local Assistance Division (LAD) is seeking a motivated team member to contribute to the delivery of the Urban Maintenance Program. The Urban Maintenance Program is a $600M annual initiative that provides supplemental funding in support of local roadway maintenance responsibilities. This position will contribute to a team whose focus is providing policy, guidance, and oversight of this robust and important program.
Candidates should be familiar with the program, state and federal funding requirements, and those policies associated with it.
Duties will include but are not limited to:
• Assist with the State of Good Repair Local Paving Program and application development. Coordinate with district contacts and other divisions to ensure policy compliance. Prepare agreements and other documents accurately and timely.
• Assist with the development of legislation, policies, and guidance to support the delivery of the urban program. Interpret policies accurately to other divisions and district contacts. Provide support to program manager in the delivery of the urban program.
• Assist with maintenance payments and preparation of Commonwealth Transportation Board (CTB) documents.
• Maintain accurate street mileage records for localities that maintain their streets. Update VDOT records accurately and perform regular review of records and street inventory to ensure accuracy.
• Assist with the street inspection process. Interpret locality reports and enter data accurately into applicable systems. Stay up to date on the inspection process. Provide guidance and training to districts.
• Assist with review of financial reporting of maintenance expenditures to ensure compliance with applicable legislation. Ensure automated reports are provided to localities timely and received from localities within policy guidelines.
• Provide in-person or virtual training to districts and localities regarding the State of Good Repair and Urban Programs.
• Provide business support to localities throughout the funding application process.
• Perform data management to support federal and state funding programs.
• Analyze data and business processes, interpret results, forecast spend plans, and expenditures.
• Analyze business performance, provide insights, and drive recommendations to improve performance of projects and programs.
• Assist with other funding program areas as business needs require.

Minimum Qualifications

• Knowledge of project development and delivery.
• Familiarity with the VDOT Urban Maintenance Program, or other federal and state funding programs.
• Familiarity of the Six Year Improvement Program (SYIP)
• Ability to design, analyze, and implement policies, procedures, and programs.
• Ability to develop training programs and materials.
• Strong skills in the use of Microsoft Office, and web-based applications
• Ability to communicate effectively orally and in writing.

Additional Considerations

• Knowledge of project lifecycle, phases, and milestones.
• Knowledge of Power Apps and Power Automate processes.
• Familiarity with maintaining georeferenced spatial data.
• Knowledge of Esri Quick Capture development.
• Ability to create Esri applications using Esri Experience Builder.
• Knowledge of Arcade Expressions used in Esri products.
• Knowledge of HTML used in Survey123 Connect survey development.
• A combination of training, experience, or education in public administration, transportation planning, urban and regional planning, civil engineering or related field.
