All positions are contingent upon funding and successful passing of all required background checks, required registry checks, and physical screenings if required.

All staff in positions which regularly require driving either company or personal vehicles while performing work on behalf of Community Action are required to provide Human Resources proof of a valid driver's license for a motor vehicle record check both at hire and annually thereafter.

Human Resources will conduct a motor-vehicle record. These records will be held as confidential records in Human Resources.

All accidents will be reported to Human Resources within 48 hours.

Position Summary :

In support of the Agency's mission, the Child Care Resource & Referral (CCR&R) Specialist I and II works as a first point of contact with individuals by providing administrative functions specific to the program.

This position is responsible for providing high-quality customer service, maintaining and updating the quarterly CCR&R training calendar, and supporting early educators with registration and professional development needs.

This position is responsible for the recruitment and retention of early educators through outreach, ongoing communication, and ensuring integrity in data quality.

Essential Functions and Responsibilities :

CCR&R Specialist I

  • Enroll new programs into Find Child Care Oregon database and provide information about CCR&R services.
  • Conduct quarterly and annual updates of all programs in Find Child Care Oregon database.
  • Monitor and update data using partner databases (ORO, CCRIS-P, FireSpring, PaymentSpring, and Find Child Care Oregon) to ensure qualifications and early educator information is current and accurate.
  • Bi-annually, conduct Market Price Survey by contacting all programs in Washington County to collect child care rate and supply data per Federal Rule and contract requirements.
  • Communicate up-to-date information to programs throughout Washington County as needed utilizing Constant Contact to send both targeted and mass email communications.
  • Collect meeting minutes for internal CCR&R meetings and partner meetings.
  • Monitor and update CCR&R social media.
  • Create, collect, and distribute training evaluations to gain participant feedback on trainings offered.
  • Review translated materials for accuracy.
  • Support Child Care Resource & Referral Systems Coordinator with compiling and collecting data for reporting per contract requirements.
  • Print and mail materials, as requested for distribution to team and early educators.
  • Answer and respond within 24 hours to incoming CCR&R phone calls and email messages.
  • Support all aspects of training delivery such as participant registration, prepping materials, trainer reminders, participant reminders, online or in-person technical assistance in addition to training validation within 5 business days of training date.
  • Provide technical assistance and support to trainers and early educators during contracted training.
  • Serve as point of contact for entry point trainings and cohorts to ensure streamlined process for trainers and participants.
  • Monitor inventory of CCR&R supplies and training materials and order, as needed.
  • Score incoming Food Handlers packets and issue certification upon successful completion.
  • Utilizing DocuSign to complete fiscal tasks to include but not limited to, invoicing, purchase orders, requisition for reimbursements, credit card statement reconciliation, and reporting.
  • Provide organizational support consisting of scheduling, reserving rooms or sites, and taking meeting minutes.
  • Support early educators applying for scholarships through the Oregon Center for Career Development (OCCD).
  • Create flyers, brochures and calendars to support CCR&R services.
  • Attend required trainings and
  • Strictly adhere to all safety policies and procedures at all times and respond / correct any at-risk safety issues immediately.
  • Strictly adhere to agency code of ethics and standards of workplace behavior.
  • Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards.

CCR&R Specialist II - Required Education / Training / Experience

Have at least three years of experience in the field of childhood care and education. Have achieved a Step 7.5 or higher on the Oregon Registry.

Be an Oregon Center for Career Development (OCCD) approved Community Trainer and desire to perform the duties below.

  • All functions and responsibilities of a CCR&R Specialist I.
  • Develop key contract deliverable materials, such as quarterly newsletter, Welcome Brochure, and other marketing materials, as needed, in English & Spanish, per contract requirements.
  • Independently deliver introductory Set 1 trainings that meet the Oregon Registry Trainer Programs Training and Education Criteria standards.
  • Have a professional development plan to become an Oregon Center for Career Development (OCCD) Master Trainer, including timeline to complete 20 hours of adult education / development training and 60 hours of training delivery.

CCR&R Specialist I - Required Education / Training / Experience :

  • High school diploma or
  • Step 3 on the Oregon Registry or 1-year experience in a licensed child care program.
  • Knowledge of early childhood education and child care programs.
  • Ability to set and maintain professional boundaries.
  • Experience working with a diverse population.
  • Ability to communicate effectively both written and verbal in English and Spanish.
  • Intermediate computer skills to carry out the functions of the job including experience in using and managing databases (ability to manipulate data, design and run reports), proficient in Microsoft Office Suite.
  • Ability to work independently and manage multiple projects.

Preferred :

  • Step 7.5 on the Oregon
  • Oregon Registry Community Trainer Certification.
  • Enrollment in Oregon Central Background Registry.
  • Demonstrated knowledge and understanding of issues surrounding systemic inequity, systemic racism.
  • Proven ability to work collaboratively with a wide range of community members.

Required Licensing or Other Special Certifications :

Requires a valid Oregon driver's license, proof of auto insurance for private vehicle, and access to reliable transportation.

Required Physical Demands of Essential Functions and Responsibilities :

  • Work is performed in normal office environment with moderate computer and phone use.
  • Local driving in various traffic and weather conditions to provider's facilities or homes.
  • May be required to work flexible hours including evenings and weekends.
  • In normal work day, may stand / walk 4 hrs / day; may sit 4 hrs / day; may drive 4 hrs / day; may use hands for repetitive grasping, pushing and pulling, typing and fine manipulation 4 hrs / day;

may use hands at or above shoulder level for 1 hrs / day.

  • In normal work day, may bend, squat, and / or climb frequently.
  • Work is light in nature, lifting maximum of 20 lbs with frequent lifting and / or carrying of objects weighing up to 20 lbs.
