All staff in positions which regularly require driving either company or personal vehicles while performing work on behalf of Community Action are required to provide Human Resources proof of a valid driver's license for a motor vehicle record check both at hire and annually thereafter. Human Resources will conduct a motor-vehicle record. These records will be held as confidential records in Human Resources. All accidents will be reported to Human Resources within 48 hours.

P osition Summary :
In support of the Agency's mission, the Housing and Homeless Services Assistant Manager is responsible for supporting the delivery of short to medium term rental assistance and housing navigation services to program participants by providing leadership, consultation, training, management, planning, and supervision of staff. This position actively contributes to a welcoming and inclusive team environment and helps lead program decision-making to ensure effective, efficient and equitable service delivery. Activities include aiding the Housing and Homeless Services Program Manager in overseeing local, state, and federal grant requirements, maintaining community partnerships, and providing leadership pertaining to housing and homeless services. Responsible for support ensuring regulatory compliance with program and funding requirements.
Essential Functions and Responsibilities :
  • In partnership with the Housing and Homeless Services Program Manager and other program leadership, develop, implement and manage Housing and Homeless Services Program systems.
  • Ensure appropriateness of use, adequacy of documentation, authorize payments to participants and vendors, coordinate payment process, and resolve payment problems in collaboration with program leadership team.
  • Support the coordination and maintain positive relationships with Housing and Homeless Services partners.
  • Assist Housing and Homeless Services Program Manager in coordination of program budget monitoring to support timely spend-down of funds.
  • Assist with hiring, training, supervision and evaluation of program staff. Provide frequent support and feedback, encourage professional development, and prioritize work assignments.
  • Ensure that the program operates within agency policies and funder requirements and regulations.
  • Assist in representing the program on local and regional committees and work groups as assigned.
  • Strictly adhere to all safety policies and procedures at all times and respond/correct any at-risk safety issues immediately.
  • Strictly adhere to agency code of ethics and standards of workplace behavior.
  • Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards.

Required Education/Training/Experience :
  • Bachelor's Degree in a relevant field with a minimum of two (2) years of experience working on issues pertaining to the delivery of services and/or program management. An equivalent combination of education and experience may be considered.
  • Ability to assign, coordinate, and supervise the work of others.
  • Experience in computer database applications.
  • Ability to carry out detailed tasks accurately and efficiently.
  • Ability to communicate ideas and information clearly and effectively in verbal and written form.
  • Strong organizational skills and ability to manage multiple tasks of competing priority with accuracy.
Preferred :
  • Advanced skills utilizing Microsoft 365 products, Adobe Acrobat, and DocuSign.
  • Experience working with a Homeless Management Information System (HMIS).
  • Basic knowledge regarding accounting practices.

Required Physical Demands of Essential Functions and Responsibilities:
  • Work is typically performed in an office environment.
  • Constant computer exposure and keyboarding.
  • In normal workday, may stand/walk 4 - 6 hrs./day; may sit _4 - 6_ hrs./day; may drive 1 hrs./day; may use hands for repetitive grasping, pushing and pulling, typing and fine manipulation _2_ hrs./day; may use hands at or above shoulder level for _1_ hrs./day.
  • In normal workday, may bend, squat, and/or climb frequently.
  • Work is light in nature, lifting a maximum of 20 lbs. with frequent lifting and/or carrying of objects weighing up to 10 lbs.
  • May require walking or standing to a significant degree or sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
