About the Role

Community Action Partnership of San Bernardino County (CAPSBC) is seeking a dedicated and experienced Human Resources Manager to join our nonprofit organization. The HR Manager will lead and inspire our HR team, overseeing all aspects of HR practices and processes to ensure the organization’s mission is realized through our people, fostering a dynamic and supportive work environment that drives success and growth. This includes employee and labor relations, benefits and payroll administration, performance management, personnel policies and procedures, recruitment and employee training and development initiatives. This role will also involve strategic HR planning to align with the organization’s goals and mission.


What Your Key Responsibilities are:

  • Recruitment and staffing: Oversee the hiring process, including job postings, interviews, and onboarding.
  • Employee Relations: Manage employee relations to foster a positive and engaging workplace culture and resolve conflicts.
  • Compensation and Benefits: Administer payroll, benefits, workers compensation, and ensuring equitable compensation.
  • Training and Development: Coordinate training programs to develop staff skills.
  • Compliance: Ensure compliance with labor laws and non-profit regulations.
  • HR Policies: Developing and enforcing HR policies and procedures.
  • Lead HR Initiatives that align with the Agency’s strategic plan.
  • Leads HR initiatives to achieve the agency’s Strategic Plan.


What the Best Candidate Looks Like:

  • With a Bachelor’s Degree: Minimum of ten (10) years of recent HR experience, with at least five (5) years in a senior management role.
  • Without a Bachelor’s Degree: Minimum fifteen (15) years of recent HR experience, with at least seven (7) years in a senior management role.
  • Strong experience in performance management, employee, and labor relations.
  • Strong knowledge of labor laws and nonprofit regulations.
  • Excellent interpersonal and communication skills.
  • Proven ability to manage multiple projects and meet deadlines.
  • Commitment to the mission and values of the organization.
