Position Summary:

The Operations Manager is accountable directly to the STFH Program Director. This position is responsible for maintains the STFH facility in optimal and safe conditions at all times, using best practices, and keeping in compliance with internal, local, and federal regulations, while operating within budget, and in response to program needs. The Operations Manager will ensure the timely response by outside contractors to work requests so that clients and staff are able to live and/or work in a safe, healthy and productive environment. In addition this position will ensure 24-hour Resident Monitor shift coverage by maintaining appropriate staffing, recruiting, and training Resident Monitors, including acting as resident monitor backup for any gaps in schedule as well as ensures Resident Monitors maintain a safe, helpful, and welcoming environment. 

The pay rate for this position ranges between $31.25 - $33.65 per hour and the offer amount is determined by the candidate's education, qualifications, and experience. Indeed provides their own estimated salary calculator and is not affiliated with COH's offer range.

Highlighted Duties and Responsibilities:

Facility Related:

  • Works with DGS to ensure CMC is in compliance with the property management plan developed by DGS with a schedule for equipment and furnishings replacement, preventive maintenance and repairs.
  •  Works with the Program Director of STFH, Senior Director of Housing, and VP of Finance and Operations in the development of annual capital expenses. Assists with monitoring expenses in conjunction with relevant contract budgets.
  • Assists in the quarterly completion of STFH related Corporate Compliance, Risk Management and Emergency Preparedness plan tasks.
  • Oversees the STFH site compliance with fire safety requirements, including completion of monthly fire drills across shifts, and maintenance of fire inspection records and other required documentation. 
  • Acts as primary point of contact with outside contractors for maintenance, electronic and janitorial needs, and verifies completion of work via work-ticketing system.
  • Operates the service call programs, ensuring all maintenance and repair requests are formally submitted within 24 hours electronically through the DHS or DGS Maintenance and Repair Tool. 
  • Conducts and documents facility checks at least twice weekly, ensuring compliance with contract requirements, and communicates regularly with Program Director.
  • Investigates and responds to or directs other facilities staff or resident requests within one hour for emergencies and within one business day for non-emergencies by completing work (when the work is outside of the scope of work performed by DGS maintenance contractor), or by providing a plan of action with a timeline for completion of work.
  • Completes other duties as requested.*

Resident Monitor Related:

  • Serves as the primary point of contact for HR and the Housing Program for Resident Monitor (RM) concerns.
  • Trains new Resident Monitors on shift operations, Resident Monitor Handbook, and program rules. Schedules new hires to shadow experienced resident monitors during a shift.
  • Ensures hourly inspections of the building and immediate building exterior and documentation of incidents and ensures that Resident Monitors are roving the occupied floors according to contractual standards throughout their shifts.
  • Ensures the Resident Monitor Handbook, logs, and other documentation used by RM staff are updated annually and as needed.
  • Keeps abreast of COH Housing Program rules and regulations. Ensures all Resident Monitors are aware of any policy changes.
  • Provides on-call and back-up on-call services for Resident Monitor staff across all sites, in rotation with Program Directors and Senior Directors of Housing.

Supervisory and Leadership Responsibilities:

  • Meets with supervisees regularly and provides real-time feedback, training, support, and coaching as needed. Creates meeting agendas, sends meeting agendas in advance when possible, and documents concerns promptly as needed.
  • Applies principles learned through diversity, equity, and inclusion (DEI) trainings and/or trauma informed care trainings (TIC) and leads with a DEI and TIC lens when appropriate.
  • Reviews the performance of team members in a timely manner, including completing 90 day and annual performance evaluations per their due dates, documenting any issues or changes, providing recommendations for professional development and/or training opportunities, and recognizing staff when appropriate
  • Takes initiative and makes decisions within the scope of work. Assesses situations independently, thinks critically, and takes action to address issues or make useful recommendations while maintaining a solution-oriented lens.
  • Establishes common goals with their team through communication, inspiring and leading team members, and holding team members accountable. Links team goals and metrics to the overall strategic plan. 
  • When appropriate, creates opportunities for teambuilding that connects staff to one another and COH’s mission to encourage connection between staff who are virtual, hybrid, and/or on-site. 
  • Handles sensitive information with care and discretion to ensure confidentiality. 

Requirements

Minimum Qualifications:

  • Bachelor’s degree in Facilities Management, Facilities Engineering, Human Services, Social Services or related experience preferred. In lieu of the education requirement, a minimum two years of experience with facilities management or related qualifications and experience with project management, business management or property management, or construction management.
  • Food Handler’s License or ability to obtain certification within 30 days of hire required.
  • Knowledge of and experience with resident monitors/aides, building, systems, maintenance, repairs, and janitorial requirements for commercial and residential properties, minimum 2 years required.
  • Punctuality and ability to work independently. 
  • Ability to utilize computer software such as Microsoft Windows, Microsoft Word, Microsoft Excel, Google Mail and other Google applications required 
  • Ability to travel to other sites. 
  • Ability to work a flexible schedule, including evenings, weekends, and on an on-call basis, required.

Physical Requirements:

  • Ability to lift and move objects weighing over 25lbs.
  • Ability to frequently ascend/descend stairs and ladders.
  • Ability to stand and walk continuously throughout the day.
  • Ability to frequently bend, stoop, kneel, crawl, push heavy items, pull heavy items, reach, grasp and crouch.
  • Depth perception and field of vision required.
