The Community Service Society (CSS) is an independent, not-for-profit organization that has been at the forefront of public policy innovations that support low-income New Yorkers for more than 175 years. CSS operates a number of health insurance enrollment and consumer assistance ombuds programs that help over 120,000 New Yorkers enroll in and use health coverage and otherwise access health care. It also coordinates Health Care for All New York (HCFANY), a coalition of 170 groups dedicated to securing quality, affordable coverage for all New Yorkers, and the #EndMedicalDebt campaign which has successfully advocated to reform the medical debt system in New York. For over a decade, CSS’s health policy team has issued many influential reports that have led to meaningful policy and legal reforms for patients.

CSS seeks a talented data analyst to work with our Health Policy team to develop, manage, and evaluate CSS’s health and hospital price transparency advocacy agenda.

Job Description:

• Analyze and assimilate relevant hospital pricing datasets to establish health care pricing in New York relative to other peer states.
• Help CSS’s health policy team develop an affirmative health price transparency and cost agenda for New York’s health care consumers.
• Conduct quantitative data analysis to produce consumer-facing materials that support patient advocacy goals.
• Produce issue briefs, reports, blogs, and presentations on various health policy issues.
• Monitor significant developments and trends in state and federal health care reform.
• Participate in the planning and implementing of public forums with the goal of engaging stakeholders and consumers on health policy issues.
• Participate in national and state meetings on health care costs and transparency.
• Conduct administrative and legislative advocacy, participate in, and occasionally coordinate, public forums, conferences, and legislative advocacy days.
• Participate in other activities and perform other duties as may be required.

Job Requirements:

• Graduate Degree in public health, statistics, economics, public policy, or a related field.
• Excellent quantitative, data analysis and policy research skills required.
• Excellent oral and written communication skills, good judgment, and the ability to work collaboratively required.
• Ability to respond quickly to a fast-paced policy environment and manage multiple projects simultaneously.
• Experience in health policy and/or advocacy preferred, including knowledge of the Affordable Care Act, insurance, and health transformation initiatives.
• Expertise in data analysis, including Excel, SPSS and/or other data software required.
• Limited regional travel required.

Salary and Benefits: The annual salary for this position is $78,000 to $80,000.
