Type: Full time
Location: Remote in the U.S. with availability to work a schedule aligned with Eastern Standard Time (EST)
Salary: $90,000 - $100,000 commensurate with experience
Reports to: Welcome Corps Director

About Private Sponsorship for Refugees The Department of State, Bureau of Population, Refugees, and Migration (PRM) launched Welcome Corps, a Private Sponsorship of Refugees (PSR) program in January 2023 as part of the Administration's efforts to expand community sponsorship in refugee resettlement. Community Sponsorship Hub and its consortium develop and implement the infrastructure to welcome and support thousands of refugees by equipping lawful permanent residents and citizens to welcome newcomers and experience the benefits of resettlement firsthand. The program allows Americans to consistently engage in sponsorship and meaningfully enhance integration outcomes for refugees. The PSR pilot program builds on previous successes in community sponsorship programs to expand resettlement capacity in the United States and diversify welcoming communities, bringing new perspectives, and increasing opportunities to take part in resettlement.
Position OverviewThe Welcome Corps' Knowledge and Learning Manager plays a vital role in ensuring CSH, consortium partners, and key government and external stakeholders have the knowledge and information they need to maximize effectiveness of the Welcome Corps. This position works collaboratively and cross-functionally to champion knowledge-sharing practices, integrate feedback loops to enhance continuous quality improvement and provide synthesized insights on data and program outcomes. Additionally, this position will help the Welcome Corps Director and key leadership and staff weave and align learnings from programmatic changes, policy shifts, and milestones with priorities and the cooperative agreement. The Knowledge and Learning Manager will report directly to the Welcome Corps Director and co-lead consortium management and coordination.
Key Responsibilitiesinclude but are not limited to:
Continuous Learning
  • Document learnings from consortium and program specific activities and share takeaways, questions, and opportunities. Collaborate with the Program Officer, Evaluation and Research to ensure these program learnings inform and are informed by learnings from other community sponsorship programs (i.e., Sponsor Circle Program and the Welcome Corp on Campus).
  • Develop a framework for engaging CSH staff and Welcome Corps consortium partners in effective feedback loops that inform overall continuous quality improvement and best practices.
  • Collaborate with the Program Officer for Evaluation and Research to identify projects and activities that should be evaluated or analyzed.
  • Co-develop a learning agenda with Welcome Corps leadership that informs strategy and emerging priorities.
Consortium Management and Coordination
  • Co-lead and manage consortium meetings and checkins with the Welcome Corps Director
  • Manage all aspects of consortium communication and coordination, including co-developing agendas, priority setting, and managing and reporting on progress and milestones.
  • Develop and oversee information flows to and from consortium partners, inclusive of managing resources, sharing timely updates, and maintaining a communications platform.
Insights and Reporting
  • Develop quarterly impact decks and refresh with updated data, trends, and insights for use in external presentations and discussions. Support with creating specific presentations and informing content for data reports upon request.
  • Lead in the management and development of federal quarterly narrative reports and the annual proposal development process.
  • Co-lead quarterly and annual reflections with the communications and program teams
  • Collaborate with the Program Manager of Practice and Research to develop policy briefs based on consortium feedback and learning.
  • Co-develop evidence-based best practices that are human-centered with the Program Manager, Practice and Research.
General Responsibilities
  • Participate in requisite meetings with the Welcome Corps Director, program leads, and other staff members
  • Represent Welcome Corps in in agency wide working groups, trainings, and committees if available and/or upon request
  • Support other activities upon request.
Qualifications
  • 6 years of relevant experience in implementing programs and/or managing monitoring and evaluation, knowledge management, or program design and development.
  • Demonstrated expertise in learning or change management, with the ability to turn concepts into measurable action. Experience developing data and insights reports for multi-stakeholder audiences.
  • Led coordination or management of multi-stakeholder initiatives or programs, preferably with complex or large-scale institutions.
  • Experience and familiarity with refugee resettlement and private sponsorship, related donors, and peer agencies.
  • Curious with a learning mindset – asks questions and proactively seeks out reliable, meaningful, and accessible information and resources.
  • Exceptional organizational, communication, and project management skills
  • Ability to multi-task, prioritize, and follow through to effectively manage work and meet multiple deadlines.
  • Ability to work independently and part of a team in a fast-paced environment.
  • Excited about working in and navigating a non-profit/government-adjacent environment with an important mission and values, where staff are compassionate and respect all cultures.
