Type: Temporary Full-time, Exempt
End Date: This temporary position will end on April 30, 2025 (with a possible extension including indefinite employment)
Location: Remote in the U.S. with availability to work a schedule aligned with Eastern Standard Time (EST)
Salary: $70,000
Reports to: Program Specialist, POR

About Private Sponsorship for Refugees The Department of State, Bureau of Population, Refugees, and Migration (PRM) launched Welcome Corps, a Private Sponsorship of Refugees (PSR) program in January 2023 as part of the Administration's efforts to expand community sponsorship in refugee resettlement. Community Sponsorship Hub and its consortium develop and implement the infrastructure to welcome and support thousands of refugees by equipping lawful permanent residents and citizens to welcome newcomers and experience the benefits of resettlement firsthand. The program allows Americans to consistently engage in sponsorship and meaningfully enhance integration outcomes for refugees. The PSR pilot program builds on previous successes in community sponsorship programs to expand resettlement capacity in the United States and diversify welcoming communities, bringing new perspectives, and increasing opportunities to take part in resettlement.
Position OverviewThe Program Associate, Proof of Registration (POR) Exemptions is a core part of the Welcome Corps Processing team and is primarily responsible for vetting POR exemption requests in compliance with current PRM policies, procedures and eligibility criteria, and refugee-producing country conditions. As part of an evolving department, this role will also inform the development and iteration of standard operating procedures, contribute to data reporting and analysis, and participate in special projects that arise. This position reports to the Specialist, Proof of Registration Exemption.
Key Responsibilities include but are not limited to:
Exemption Request Review and Customer Service
  • Following program guidelines and standard operating procedures, review applications to ensure applicants meet program requirements for POR exemptions. Components of this vetting reviewing required narrative and documentation provided by the Private Sponsor Group (PSG), case composition and bio data, and analysis of exemption request and country conditions.
  • Regularly achieve application screening targets per the daily, weekly, and monthly minimums set by CSH and PRM to ensure rapid and quality processing of POR exemption requests.
  • Communicate with PSGs following exemption submission as related to obtain additional information needed to adjudicate their request.
  • Uphold data protection, confidentiality, and integrity of refugee and sponsor information.
  • Achieve and maintain a high-performance standard and quality review of applications.
Program Administration
  • Support cross-training new team members, including providing application and database-specific training and case review.
  • Contribute to the development and updating of application processing SOPs in coordination with Specialist, Proof of Registration Exemptions.
  • Analyze complex cases in consultation with Specialist, Proof of Registration Exemptions in accordance with established policies and procedures.
  • Conduct Country of Origin (COI) research to substantiate information provided and ensure accurate assessment of exemption requests.
  • Run regular database reports and analysis to manage targets and ensure quality assurance of applications.
  • Support in the development and integration of processing systems and tools (e.g., process flows, standard operating procedures, systems reports, etc.)
Additional Responsibilities
  • Maintain current knowledge of issues impacting Welcome Corps and CSH.
  • Participate in regular team and agency-wide meetings.
Qualifications
  • Bachelor's degree required, masters preferred, in the fields relevant to refugee resettlement, such as political science, international relations or immigration law.
  • 2 years of experience in U.S. or international refugee resettlement and/or U.S. asylum work a distinct advantage.
  • Familiarity with the U.S. legal definition of "refugee" and its application in U.S. refugee resettlement and/or the U.S. asylum system; experience with sponsorship initiatives a plus.
  • Strong computer skills, including Microsoft Office and Excel; experience with Salesforce is preferable
  • Fluency in languages relevant to major refugee populations (including but not limited to Spanish and Arabic) is an advantage
  • Manage targets under pressure with the ability to quickly process and implement unanticipated changes
  • Strong research skills, especially country conditions research in relation to humanitarian protection.
  • Analyze complex problems and country conditions
  • Ability to multi-task, prioritize, and follow through to effectively manage work and meet multiple deadlines.
  • Ability to work independently and part of a team in a fast-paced environment.
