Type: Full time, Exempt
Location: Remote in the U.S. with availability to work a schedule aligned with Eastern Standard Time (EST)
Salary: 75,000 – 80,000 annually, commensurate with experience
Reports to: Program Manager, Practice and Research

About Private Sponsorship for Refugees The Department of State, Bureau of Population, Refugees, and Migration (PRM) launched Welcome Corps, a Private Sponsorship of Refugees (PSR) program in January 2023 as part of the Administration's efforts to expand community sponsorship in refugee resettlement. Community Sponsorship Hub and its consortium develop and implement the infrastructure to welcome and support thousands of refugees by equipping lawful permanent residents and citizens to welcome newcomers and experience the benefits of resettlement firsthand. The program allows Americans to consistently engage in sponsorship and meaningfully enhance integration outcomes for refugees. The PSR pilot program builds on previous successes in community sponsorship programs to expand resettlement capacity in the United States and diversify welcoming communities, bringing new perspectives, and increasing opportunities to take part in resettlement.
Position OverviewProgram Officer, Evaluation and Research is responsible for supporting the design, development, and implementation of evaluation, research, and learning activities for community sponsorship. This position will develop and manage data collection and analysis tools that identify the impact and outcomes of community sponsorship. Centering on the experiences of newcomers and sponsors, this position will work with the Programs team to identify and develop best practices. This position reports to the Program Manager, Practice & Research, and works closely with other Programs team members and Community Sponsorship Hub (CSH) staff. The position requires someone excited about innovations in refugee resettlement, who is willing to work with diverse stakeholders to advance our knowledge and understanding of community sponsorship, and who is eager to advance CSH's thought leadership activities.
Key ResponsibilitiesInclude but are not limited to:
General
  • Maintain current knowledge of community sponsorship, both in the United States (US) and overseas.
  • Coordinate across programs and with external partners to ensure streamlined data collection, knowledge accumulation, and program feedback.
  • Represent CSH in conferences, workshops, and presentations.
Evaluation and Research
  • Support in the development and management of a monitoring, evaluation, research, and learning (MERL) system.
  • Work closely with consortium partners to establish their internal monitoring, evaluation, and learning (MEL) systems and design and conduct training sessions to support MEL capacity among partners.
  • Coordinate MERL across CSH programs and teams, which includes but is not limited to:
  • Developing MERL frameworks, plans, and tools, ensuring alignment across CSH-led programs.
  • Overseeing Welcome Corps on Campus and Sponsor Circle Program data collection and management.
  • Coordinating and collaborating with teams to collect and manage Welcome Corps data.
  • Conducting user research with support from other teams as appropriate.
  • Analyzing quantitative and qualitative data.
  • Support research advancement, which includes but is not limited to:
  • Conducting research development activities, including conducting literature reviews, proposing research projects, and working with CSH's Advancement team to submit research grant proposals.
  • Supporting the design and analysis of human-centered research on community sponsorship in the United States.
Thought Leadership
  • Communicate findings and insights obtained through MERL activities to program staff, consortium members, and external stakeholders to develop lessons learned and best practices that inform continuous improvement and strategic decision-making.
  • Prepare and present evidence-based reports, highlighting key findings, trends, and recommendations.
  • Use evaluation and research findings to develop practitioner-focused support resources.
QualificationsProfessional Experience
  • 3 years of experience in evaluation or research, preferably in refugee resettlement or nonprofit sector.
  • Bachelor's degree in Statistics, Social Sciences, or related field; graduate degree in Statistics, Public Policy or Administration preferred.
  • Research experience in academia is a plus.
  • Demonstrated ability to conduct qualitative and quantitative data analysis.
  • Demonstrated competency in writing statistical and narrative reports.
  • Excited about working in and navigating a non-profit/government-adjacent environment with an important mission and values, where staff are compassionate and respect all cultures.
Technical Expertise
  • Strong written and oral communication skills with the ability to communicate effectively with a diverse array of actors.
  • Strong organizational skills, including the ability to multi-task, prioritize, and follow through to effectively manage work and meet multiple deadlines.
  • Ability to work independently and part of a team in a fast-paced environment.
  • Proven experience working with and across multiple stakeholders to achieve complex objectives.
  • Demonstrated quantitative data analysis skills including in a statistical software (R, STATA, SPSS, etc) required.
  • Experience with qualitative research and evaluation, using software like NVivo, AtlasTi or Dedoose, an asset.
