Community Teamwork is Hiring a Chief Program Officer Near LOWELL, MA

The Chief Program Officer will report to the Chief Executive Officer and be responsible for the day to day operations and oversight of all CTI client services and programs, assuring measurable outcomes that align with the agency’s strategic plan. They will supervise a team charged with providing high quality services/programs, based on an integrated model of service delivery. They will set and measure service outcomes, adhere to budgetary plans, and assure legal and regulatory compliance.

Essential Duties & Responsibilities

  • Provide leadership to and management of all CTI programs/services, establishing clearly defined program objectives and outcomes to effectively meet these goals.
  • Assure that all contractual, regulatory and compliance standards are fully adhered to and maintained.
  • In concert with the Chief Financial Officer, provide oversight and recommendations for all program budgets.
  • Work with Chief Human Resources Officer to ensure that all Human Resources policies are adhered to and implemented consistently across the agency. Consult with CHRO on all Employee Relations issues to make fair and equitable decisions.
  • Assure that all programs have written policies and procedures that are routinely distributed to staff along with appropriate training.
  • Establish professional expectations and accountability within programs encouraging proactive solution-oriented behaviors that enable staff to understand how their individual roles contribute to success.
  • Provide leadership to continually promote and improve an integrated service model, building cross functional teams with clearly defined linkages between programs to improve customer service. Build strong internal communications across programs.
  • Design and introduce performance-based metrics, encouraging fact based decisions aimed at interrupting data that will highlight trends and uncover opportunities for growth and change.
  • Set high standards across programs around efficiency, accountability, communications and overall professionalism.
  • Serve as a role model for staff setting high expectations, encouraging individual professional development, and engaging staff at all levels in best practices and achievement of program objectives.
  • Identify opportunities for CTI to leverage cross program strengths to take advantage of new opportunities and address organizational challenges including the identification of grant opportunities and follow through with proposals and applications.
  • Participation in Finance, Executive Committee and Full Board meetings.
  • Work with the Core Executive Management Team (CEO, CFO, CHRO, CPO) in overall decision making and policy recommendations to the board.
  • Perform other related duties as assigned.

Qualifications

  • Demonstrated understanding of non-profit budgeting and proven ability to manage in a fiscally responsible manner.
  • Ability to manage a heavy workload, set attainable goals with understood timetables, appropriately delegate tasks while maintaining current understanding of each team’s activities and issues.
  • Must be well versed in both the program and management aspects of high-quality service/program delivery.
  • Demonstrated record of innovation through detailed analysis and interpretation of data.
  • Superior leadership traits that motivate, influences, engages and develops staff and encourages collaboration.
  • Highly skilled at listening to the perspectives of competing interests and making clear, well-informed decisions.
  • Strong proven leadership and decision-making abilities.
  • Thorough understanding of and commitment to serving low-income families.
  • Demonstrated ability to comprehend and work with complex governmental regulations.
  • Proficient computer skills required in basic computer software and data collection systems.
  • Ability to maintain confidentiality within the workplace.
