Job Details

Role: Public Health Program Specialist
Team: Data Modernization Support Team
Duration:2 Years
Location: Jefferson City, MO
Remote work: Allowed 40%, Missouri based is strongly preferred as staff must report to the main campus upon request and will travel to various locations throughout Missouri.
Position Type: Contractual Full Time - 40 Hours
Schedule: Monday - Friday Weekend or holiday hours are not usually required but may be needed if, 1.for a period of time immediately following system implementation if a high volume of requests for assistance is received, 2. If a public health emergency is declared, 3.If an emerging disease appears in Missouri.
Hours: 8 AM 5 PM, Some travel may need to occur beyond these hours or specific situations may require working beyond the regular business day of 8 AM 5 PM
Travel Requirement: One of the first projects for this team will involve travel to various locations in Missouri in order to provide training to local public health agency and other users of the new reportable conditions' application.
Typical qualifications: Bachelor's degree and 2 or more years of relevant experience. (Substitutions may be allowed).

Role Brief:

This is a second-level professional position responsible for planning, promoting, implementing, or evaluating a public health program, service, or grant; or implementing environmentally influenced public health laws and regulations. At this level, employees provide assistance and guidance to partners, contractors, and agencies involved in program implementation; and perform day-to-day program activities including conducting inspections and surveys, assisting in budget development, and participating in or leading public health events.

The Incumbment must have:

  • Ability to clearly communicate verbally and in writing to diverse individuals with widely varying levels of technical skills
  • Ability to present information to diverse groups
  • Ability to represent the Missouri department to key stakeholders in a professional and respectful manner
  • Ability to quickly learn and use technical applications
  • Ability to provide responsive customer service to diverse individuals
  • Ability to utilize communication software such as MS Teams, WebEx, etc., in order to communicate with stakeholders and others
  • Ability to understand and follow department policies and procedures as applicable to work performed
  • Ability to navigate and use network drives for shared work
  • Attendance and punctuality in accordance with department policies as this team will be public-facing
  • Ability to utilize own transportation to travel to department offices and training locations throughout Missouri

Knowledge, skills & abilities: In addition to those identified in the previous level: Knowledge of individual and community health problems related to public health programs. Ability to work with considerable independence performing a wide range of duties to support the program.

Reports To: PHP Supervisor

Specific Position Description:

  • Must be able to clearly communicate both verbally and in writing to diverse individuals with widely varying levels of technical skills. Must be able to represent the Department to key stakeholders in a professional and respectul manner.
  • The initial focus for this position will be the ShowMe WorldCare (SMWC) implementation. SMWC is a comprehensive reportable conditions surveillance/registry, contact tracing, outbreak tracking, and case management system that will replace three current applications (WebSurv, EpiTrax, and EnvSurv). SMWC will be utilized by state and local public health agency staff.

Duties of this position include:

  • Presenting sections of material and assisting with questions at live trainings throughout the State for local public health agency, state agency, and data submitters.
  • Presenting sections of material and assisting with questions during virtual trainings for end users as needed.
  • Under supervisory guidance, developing a variety of training materials for live trainings, virtual trainings, posting on the department website, and other situations as needed.
  • Under supervisory guidance, creating, or collaborating with department training staff to create, virtual training modules as needed.
  • Covering manned office hours in a virtual format for end users to ask questions and receive assistance on use of the system.
  • Covering shifts on the help desk to support end users and data submitters. The help desk will be staffed during regular department business hours of 8:00 AM 5:00 PM Central Standard Time. The need for extended hours (e.g., evenings/nights, weekends, holidays) may occur and will be determined in collaboration with department in the following situations:
  1. For a period of time immediately following system implementation if a high volume of requests for assistance is received
  2. If a public health emergency is declared
  3. If an emerging disease appears in Missouri
  • Completing help desk activities including configuring accounts for new users, resetting passwords, answering basic system questions, triaging more complex questions to subject matter experts, etc.
  • Providing additional training and support services as determined necessary based on department assessments and end user feedback. Examples include frequently asked question documents, live training sessions for individuals or small groups, hot topic sessions, and any other materials/services needed to improve the end user experience.
  • Assisting department staff with developing reports and exports for end users.
  • Assisting department staff with onboarding data submitters to the online reporting module.
  • Completing other training/support duties as assigned.
  • As the volume of work related to the ShowMe WorldCare implementation decreases, this position may assist other electronic information systems or assist with other Data Modernization Initiative projects.
