Duration: 12 months
Work hours: 40 hrs /wk
On-Site Requirements: Hybrid. Resource will need to be onsite 2-3 days week

Objective:

This Resource will provide services for the Jail Information System (JISR) Project. The Resource will work directly with the project manager, Sheriff Office stakeholders, and the procurement office to gather requirements, assist in the information gathering, and complete documentation (as needed) during the procurement lifecycle.

Typical Deliverables:

• Research and understand the scope and business objectives of the JISR project.
• Identify the stakeholders needed to assist in the requirements elicitation process.
• Begin working with stakeholders to gather requirements for the JISR project.
• Provide documented requirements for:
  • Position Management function of the HR process
  • Manage Seniority Ranks Badge Numbers function
  • Manage Seniority Ranks functionality
  • Managing Staff Demographics function
  • Staff Assignment History function
  • Manage Evaluations and Tracking functionality
  • Manage Shifts, Record Attendance, and Absence and Leave Management functionality
  • Issue Equipment functionality
  • Manage Training, Compliance and Manage, and Injury Claims and Prevention functionality
  • Integration with the finance application and Manage Budget and Expenditure module by November 15th
  • Generate Dashboards and Reports function
  • Generate Audit logs functionality
• Recommend commercial off-the-shelf solutions as needed to fulfill the Sheriff's Office requirements gathered.
• Perform gap analysis on potential vendor solutions and document the results in the form of metrics to enable the Sheriff Office to make an informed decision on viable solutions.
• Complete procurement documentation as assigned.
• Provide knowledge transfer to County resources to continue completion of project tasks and maintain support for the JISR project.

Required Skills & Abilities:

• Minimum of two years of experience as a senior business systems analyst on large-scale projects.
• Experience handling day-to-day operational requests from the business.
• Experience working in the Public, Safety, and Justice domain as a senior business analyst.
• Strong leadership ability to influence and guide business stakeholders.
• Strong knowledge of the business analysis framework, including both Agile and Waterfall methodologies.
• Expertise in:

Desired Qualifications:

• Four-year college degree in Information Technology or seven years of relevant work experience in business analysis, with at least two years as a senior business systems analyst.
• Business Analysis certification such as CBAP, CBDA, CPRE, BPA, AAC.
