Description

SUMMARY

The IT Director will develop, plan, and implement technology (IT) strategy that meets Copper River Native Association (CRNA) business needs, delivers optimal return on investment, and maintains utmost security. The position is in charge of leading the IT department, overseeing developing and implementing IT policies, systems, and procedures aligned with upper management strategies. Responsibilities include managing business continuity, enhancing efficiency standards, analyzing system performance, and ensuring IT infrastructure security. Additionally, the IT Director will manage vendor relationships, control budget, and lead a team of IT professionals to drive technological advancements and ensure smooth operations across all technology functions.

JOB DUTIES

  • Oversees the IT department by developing, establishing, and implementing IT policies and strategies that promote a sustainable IT environment.
  • Oversees the implementation and maintenance of both on-premises and cloud-based systems, including virtual machines and cloud services, ensuring integration and operation across hybrid environments.
  • Provides direct support for help desk operations, resolving technical issues for end-users promptly and effectively. Assists with troubleshooting hardware, software, and network issues, serving as the top-level contact for escalated support requests.
  • Manages IT services and infrastructure for remote sites, ensuring reliable connectivity, performance, and security.
  • Manages a small IT team, including remote employees, ensuring tasks are distributed effectively and team members are supported. Develops training programs and resources to enhance the skills and capabilities of the IT team.
  • Oversees the implementation and maintenance of healthcare IT systems.
  • Ensures all IT systems and processes comply with federal and state healthcare regulations, including HIPAA and HITECH.
  • Manages the implementation and support of patient care technologies, including telehealth platforms.
  • NIST Framework Implementation: Implements and manages cybersecurity measures in accordance with the NIST (National Institute of Standards and Technology) framework to ensure the standards of information security.
  • Develops and implements the IT budget. In collaboration with the IT team issues comparative cost analysis for acquiring new equipment (computers, laptops, tablets, printers, etc.).
  • Identifies new Information Systems developments and technologies modifying the current system to improve service outcomes.
  • Ensures that IT and network infrastructure adequately support CRNA’s computing, data processing, and communications needs.
  • Communicates goals, projects, and timelines of the company to the IT department; plans ways to execute those goals within the department.
  • Establishes long-term Information Systems (IS) needs, plans, and develops strategies for developing systems and acquiring software and hardware necessary to meet those needs.
  • Assists as top-level contact for end users in determining IS requirements and/or solutions to achieve business and financial goals.
  • Ensures compliance with government regulations that apply to systems operations.
  • Develops and implements business continuity protocols to minimize disruptions to business operations during emergencies or data loss.
  • Sets efficiency and efficacy standards and provides recommendations for improving IT infrastructure.
  • Analyzes IT infrastructure and system performance to assess operating costs, productivity levels, upgrade requirements, and other metrics and needs; consults with users, management, vendors, and technicians to determine computing needs and system requirements.
  • Oversees the security of systems, networks, and enterprise information.
  • Facilitates IT security audits and investigations.
  • Develops and maintains relationships with external IT vendors and service providers.
  • Identifies the need for upgrades, configurations, or new systems and reports to upper management.
  • Develops computer information resources, providing data security and control, strategic computing, and disaster recovery.
  • Ensures IT compliance is up to date with CRNA standards, and that appropriate systems and policies are in place.
  • Identifies training and learning resources to enhance CRNA’s IT skills and capabilities, stays current on the latest IT trends and activities, and ensures the team can meet networking and web development needs.
  • Issues quarterly IT board reports to demonstrate key performance indicators.
  • Chairs a Security Committee to address organizational security risks.
  • Performs other duties as assigned.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of current methods, connectivity issues, software, hardware, and equipment needs related to information technology.
  • Proficient in managing hybrid IT environments, including on-premises and cloud-based systems, and virtual machines.
  • Strong understanding of healthcare IT systems such as Electronic Health Records (EHR) and databases
  • Expertise in cybersecurity, including the implementation of security measures
  • Familiarity with the NIST Cybersecurity Framework and its implementation.
  • Knowledge of network infrastructure and protocols, including VPNs and remote access solutions.
  • Experience with telehealth technologies and patient care platforms.
  • Strong project management skills, with the ability to oversee multiple projects simultaneously.
  • Vendor management skills, including negotiations and performance monitoring.
  • Ability to analyze system performance, identify issues, and implement effective solutions
  • Strong skills in troubleshooting and operating a personal computer, hardware, software, and networking services.
  • Strong understanding and sensitivity to Alaska Native culture and lifestyle, with proven experience working effectively with the Alaska Native population.
  • Excellent verbal, written, and interpersonal communication skills.
  • Solid understanding of management, data analysis, budgeting, and business operations.
  • Excellent ability to conceptualize long-term business goals and develop orderly processes to achieve them.
  • Ability to produce timely and accurate written reports and records.
  • Ability to maintain strict confidentiality as required by HIPAA, other regulations, and organizational matters.
  • Ability to learn and apply program/agency operating policies and procedures.
  • Ability to manage multiple priorities and tasks concurrently and meet deadlines.
  • Ability to establish and maintain cooperative working relationships, including external contacts.
  • Ability to work independently as well as collaboratively in teams.
  • Proficient in the latest technology for IT systems and management.
  • Excellent organizational skills and attention to detail.
  • Thorough understanding of IT and its practical applications to support the company's goals.

Qualifications


MINIMUM QUALIFICATIONS

  • Bachelors degree in Computer Science, Cyber Security, Information Science, Information Technology, Engineering, or related field is required.
  • Five years of experience in administration of information systems and technology, with increasing level of responsibility throughout.
  • Five years’ management experience.
  • Must live or be willing to relocate to the Copper River Valley area.

PREFERRED QUALIFICATIONS

  • Masters degree in the fields of IT, engineering, business management, or related field.
  • Prior healthcare IT background.
  • Posses a Cisco Certified Network Associate (CCNA)
  • Possess Certified Information Systems Security Professsional (CISSP).

WORKING CONDITIONS

The work is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 50 lbs. The majority of work is performed in an office setting with a wide variety of people with differing functions, personalities, and abilities. 

May require local travel between compact services of CRNA which may involve exposure to extreme weather conditions. Works in an environment where protection of client confidentiality is essential. Personal Protective Equipment will be provided where/when needed.

SPECIFICATIONS

Supervision Received:

Work will be monitored through meetings, reports, and regular communication with the immediate supervisor. General guidelines for operations are based on program requirements, conditions of grant award(s), and the general policies and procedures of CRNA.

Supervision Exercised:

Position will exercise supervision of assigned staff and complete required documentation, including performance evaluations, training, and general oversight through direct reports.

Contacts include and not limited to organizational staff, clients, and outside agencies.

  • CRNA has several positions that require a criminal background check for the safety of our clients. All employment offers in the “covered” classification are conditional until CRNA has received a Federal criminal background check verifying eligibility to work in these programs.
  • First Aid/CPR certification must be obtained within 90 days of hire for required positions.
