Overview:
Owner's Superintendent - Education
Cordoba Corporation is seeking an Owner’s Superintendent with outstanding communication skills and extensive field experience who will assist the Construction Manager in the daily management, reporting, communications, operations, coordination, and general administrative needs of projects assigned. Individuals must be able to manage multiple tasks, exhibit strong knowledge of Public Works and/or K-14 School District work, strong organizational skills, and have a basic understanding of the Public Contract Code and knowledge of coordination of subcontractors, inspectors, and laboratory testing representatives.
Responsibilities:
  • Provides a daily report with GC & Subcontractor personnel on site; man-counts of trade persons; major deliveries of materials; inspections requests; and all other site conditions via a photo documentation log.
  • Coordinates with District M&O staff, site administrators, contractors, subcontractors, inspectors, and other construction consultant support staff.
  • Participates in, and occasionally runs, site Owner-Architect-Contractor (OAC) construction meetings.
  • Makes field checks on existing utilities that affect the project, demolition coordination with site staff so as to not affect the educational process. Recommends alterations, additions, or make-ready repair projects to determine the best Scope-of-Work and schedule of the project. Must adhere to district standards, and Division of the State Architect (DSA) requirements.
  • Reads and carefully reviews construction plans, submittal packages, and shop drawings.
  • Assists in preparing written materials including correspondence, reports, procedures, and guidelines to CM for periodic reporting.
  • Supports development of weekly/monthly status and photos reports to memorialize project history.
  • Develop detailed construction schedules or review Contractor’s submitted schedules, as needed. Administer and coordinate the work of Contractor on a daily basis. Enforce performance, scheduling, and notice requirements. Review Contractor’s schedule submittals and make recommendations to the District.
  • Monitor schedule and cost information for Contractor. Document the progress and costs of the Project. Report and advise proactively on potential schedule and budget variances and impacts. Recommend potential solutions to schedule and cost problems. Work cooperatively with the District, Architect, and Contractor to ensure that Project is delivered on time and within budget. Review construction progress and prepare reports.
  • Verify permits, approvals, bonds, insurances, and schedules of values. Coordinate with DSA Project inspector, and ensure compliance with all DSA reporting and closeout requirements. Submit necessary reports to state and local authorities.
  • Monitor the construction Contractor to verify that tools, equipment, and labor are furnished and work performed and completed within the time required or indicated by the plans and specifications, under the direction and to the satisfaction of the District.
  • Coordinate work of the construction Contractor and effectively manage the Project to achieve the District’s objectives about cost, time and quality.
  • When required by field or other conditions, construction progress, or the quality of workmanship, conduct special construction meetings; record, prepare, and distribute minutes of these meetings to the District, the affected construction Contractor, and design professional(s).
  • Continually monitor whether construction contract requirements are being fulfilled and recommend courses of action to the District when the Contractor fails to fulfill contractual requirements.
  • Assist the District with evaluating and processing of payment applications and verify progress.
  • Verify that safety programs are developed and submitted by the construction Contractor as required by the Contract.
  • Implement a quality control program, including As-Built Drawings accuracy. Coordinate and evaluate Contractor’s recovery schedules.
  • Record the progress of the Project in a log.
  • Assist the District in coordinating the services of special consultants and testing laboratories on the Project.
  • In conjunction with the design professional(s), monitor work of the construction Contractor to determine that the work is being performed in accordance with the requirements of the respective construction documents for the Project, including but not limited to the plans, specifications, addenda, and all other contract documents, as well as all applicable laws, regulations and directives of agencies with jurisdiction over any of the Project; provided however, the Contractor is relieved of its responsibility to perform its work in accordance with applicable requirements. As appropriate, with the assistance of design professional(s), make recommendations to the District and Program Manager regarding special inspection or testing of work that is not under the provisions of the contract documents.
  • To guard the District against defects in the work of the construction Contractor, the Construction Manager and Superintendent shall implement a quality control program to monitor the quality and workmanship of construction for conformity with Accepted industry standards, Applicable laws, rules, or ordinances; and the design documents and contract documents.
  • Where the work of a construction Contractor does not conform as set forth above, the Construction Manager and Superintendent shall, with the input of design professional(s):
  • Record the progress of work on the Project. When present, prepare daily reports for the Project containing a record of weather, construction Contractor(s) present and their number of workers, work accomplished, problems encountered, and other relevant data.
  • Superintendent shall maintain records of principal building layout lines, elevations of the bottom of footings, floor levels, and key site elevations as provided by the construction Contractor. After the Project, deliver all such records to District.
  • Work with the District team to develop lists of incomplete or unsatisfactory work (“punch lists”).
  • At the punch list phase of the Project or designated portions thereof, the
  • Construction Manager and Superintendent, in consultation with the Architect, shall ensure the preparation of a list of incomplete or unsatisfactory work or work which does not conform to the requirements of the contract documents (“punch list work”) and a schedule for the completion of the punch list work. The Construction Manager shall provide this list to the construction Contractor.
  • The Construction Manager and Superintendent shall coordinate the construction Contractor’s performance and completion of punch list work. The construction manager and superintendent shall review the completed punch list work with the architect and district.
  • The Construction Manager and Superintendent shall ensure that, with input of the Architect, the completed punch list work complies with applicable provisions of the construction Contract.
  • The Superintendent shall conduct, with the Architect and District, final inspections of the Project or designated portions thereof.
  • Review, estimate, negotiate, and process construction change orders and construction field orders to keep the project moving forward.
  • Reviews and enforces construction contractor’s safety policies and Job Hazard Analysis (JHA).
  • Manages and directs contractors and outside consultants via respective contracts, including reviewing and approving progress payment invoices.
  • Facilitates resolutions of construction and design issues with recommendations to CM.
  • Reviews and confirms accuracy of Requests-for-Information (RFI) from the contractor prior to submission to the Architect-of-Record (AOR). Rejects when necessary if information is already provided or in the contract documents.
  • Coordinates with Architects for timely and accurate responses to RFIs, Submittals, Shop Drawings, and Construction Change Documents (CCDs).
  • Generates and distributes meeting minutes (construction meetings, design change meetings, vendor/product provider, etc.)
  • Confirms contractor’s maintenance of record drawings prior to monthly progress payments to the Contractor.
  • Maintain project files and logs in both electronic and paper format.
  • Reviews submittals for conformance to plans and specifications.
  • Assist in obtaining and reviewing cost estimates and schedule updates during each design phase and bidding phase.
  • Assist in the bid solicitation and General Contractor outreach program.
  • Assist the construction manager with the quality control program to ensure all work is correct and documented, as well as by the Contract Documents and California Building Code.
  • Performs a constructability review of the contract documents before bidding and communicates errors, omissions, and discrepancies in the documents to avoid costly change orders and delays.
  • Prepare and distribute monthly project status reports.
  • Assist with the coordination of special inspections and testing laboratories.
  • Coordinate and facilitate the closeout and commissioning phase of the project.
  • Develop the punch-list and verify the successful completion and acceptance of each item.
  • Request and obtain all required warranties from the contractor, arrange and submit a complete package of product Owner’s Manuals & Warranties to the District.
  • Other job-related duties or projects as assigned.
Qualifications:
  • 10-15 years minimum recent professional experience in a similar or equivalent position involved in project or construction.
  • BS/BA in Engineering, Construction Management, Business or related degree. Additional qualifying experience above the minimum stated above may be substituted for the required education year after year.
  • Ability to work in a fast-paced environment.
  • Ability to take initiative and make sound decisions.
  • Knowledge of construction management procedures.
  • Knowledge of contract documents.
  • Knowledge of industry practices.
  • Proficiency in Microsoft Office application products such as Word, Excel, PowerPoint, Outlook, and Bluebeam.
  • Excellent verbal and written communication skills.
  • Competency in construction management software, ie. Procore, Prolog, PM-Webb, etc.
Preferred Qualifications:
  • Experience in Public Educational programs/projects.
  • Experience in Division of State Architect (DSA) projects.
  • Experience in new K-14 construction projects and working on live/occupied school sites.
  • Experience in large public works programs.
  • Certified Construction Manager (CCM), or similar credentials.
Salary Range: $125,000 to $145,000 per year.
Location: San Diego, CA/Bonita area. 100 percent onsite.
