Your Role

The Preconstruction Estimator & Design Phase Coordinator (PE/DPC) is responsible for overseeing all preconstruction phase estimating services associated with Design Assist, Design-Build, and Construction Management type contracts as well as serving as the primary liaison between the Construction Group and the Design & Engineering Teams. The PE/DPC works directly with the EVP, Director of Construction Operations, Construction Teams, Owner, the Design & Engineering Teams and the Construction Team’s technical support staff. The PE/DPC coordinates estimating (project budget), Target Value Design, value analysis, and bid package development resulting in financial, procurement and logistics plans and will be responsible for updating the Company-wide Cost Data Base from recent bidding data, etc. The PE/DPC will closely coordinate these services with the EVP, Director of Construction Operations, Project Manager(s) and other key Executives. In addition, the PE will assist in business development activities.

Specifics of Your Role

  • Establish and implement Review System intended to assure that that the design, engineering, equipment, materials, and labor comply with the contract, and the quality of work meets the required standards.
  • Lead the Preconstruction team by developing the project budget and evaluating alternate schemes.
  • Participate in Target Value Design & Construction on all Preconstruction efforts.
  • Help to populate cost data information on Cost Data Base and update information regularly.
  • Performing and checking quantity take-offs; soliciting sub-pricing and verifying scopes; developing conceptual or schematic phase estimates; and verification of labor and material costs.
  • Assist in development of bid packages and contractor scopes.
  • Monitor the planning and permitting of approval processes and contractual obligations.
  • Assist Business Development with preparation of technical proposals, preparation and delivery of oral presentations, maintaining relationships with design firms and construction managers, and taking an active role in trade associations and other community-based activities.
  • Continue to develop cost database from previous projects and advance cost sharing information across all lines of the business.

Required Qualifications

  • Bachelor’s degree in architecture, planning, engineering, or construction management.
  • A minimum of two (2) years of design phase management experience or estimating experience.
  • A minimum of two (2) years of experience in construction management or general contracting.
  • Strong team building, interpersonal, decision making, problem solving and negotiating skills needed.
