Records Management SpecialistPosition Title: Records Management Specialist
Organization: Federal Mediation and Conciliation Service (FMCS)
Duration: 12 Months
Background:Cornerstone is seeking a Records Management Specialist (RMS) to support the Federal Mediation and Conciliation Service (FMCS). The RMS will play a critical role in assessing, improving, and enhancing the FMCS Records Management (RM) program to ensure compliance with the regulations, laws, guidance, and principles set by the National Archives and Records Administration (NARA).
Personnel Requirements:
  • Minimum of five (5) years of experience with applicable RM laws and guidance (e.g., Federal Records Act, NARA Bulletins and Guidance, Executive Orders, and CFR Title 36, Chapter XII, Subchapter B).
  • Familiarity with NARA’s ERM Universal Requirements Version 3 (June 2023).
  • Minimum of five (5) years of experience working directly with small to medium governmental agencies.
Security and Confidentiality:
  • Must be a U.S. citizen or have Legal Permanent Resident status.
  • Candidates must be able to pass a Tier 1 low-risk level background investigation.
  • Must sign a Non-Disclosure Agreement (NDA).
Objectives:
  • Conduct a comprehensive assessment of the current RM program.
  • Identify gaps and areas for improvement in compliance with NARA regulations and guidance.
  • Develop and implement strategies to enhance the RM program.
  • Ensure the RM program is sustainable and continuously improving.
Key Responsibilities:Complete a Current State Assessment:
  • Review existing RM policies, procedures, and practices.
  • Conduct interviews and surveys with key personnel involved in RM.
  • Evaluate the current RM system, tools, and technology as necessary.
  • Assess compliance with NARA regulations, laws, and guidance.
  • Identify gaps and areas for improvement.
Develop Improvement Plan:
  • Develop a comprehensive plan to address identified gaps and improve RM practices.
  • Include recommendations for policy updates, process improvements, and technology enhancements.
  • Ensure recommendations align with NARA regulations and best practices.
Implement Improvement Plan:
  • Implement approved recommendations from the RM Improvement Plan.
  • Develop and/or update RM policies and procedures.
  • Conduct training sessions for agency staff on updated RM practices.
Monitoring and Continuous Improvement:
  • Develop a monitoring and evaluation framework for the RM program.
  • Conduct regular reviews to ensure ongoing compliance with NARA regulations.
  • Provide continuous support and guidance for RM staff.
  • Implement a feedback mechanism to capture and address ongoing RM challenges.
Work Location:
  • This position is remote; proof of a private home office is required.
  • High-speed internet is required.
  • A laptop will be provided; multiple on-camera and off-camera meetings will be required.
  • Work will be performed Monday to Friday, 8 AM to 5 PM.
