Position Title: Property Services ManagerLevel of Employment: Administrator – CRAALocation: Chancellor CenterEmployment Classification: Full Time – ExemptReports to: Supervisor, Facilities & Physical PlantStart Date: October, 2024 SUMMARY: The Property Services Maintenance Manager provides direct on-site supervision, coordination, and direction to maintenance and grounds staff employees. Determines the priorities of daily work assignments and directs staff to various repair projects and tasks. The Manager provides supervisory and administrative functions for construction, maintenance, repair, rehabilitation for all district buildings. Responsible for the overall management of these activities, day-to-day work assignments, review, and technical assistance.
Essential Duties & Responsibilities
  • Provides direction and work instruction to a staff of maintenance workers; and ensures safety procedures are followed and appropriate equipment used.
  • Receives, logs, and prioritizes work orders; follows-up with principals and supervisors, makes on-site inspections to determine the nature of the work to be performed and estimates staff and materials required to complete the work; assigns work to maintenance staff daily.
  • Provides technical assistance and advice to staff; inspects work in progress and upon completion.
  • Monitors contractor work to ensure that it meets requirements.
  • Coordinates the preventative maintenance program; conducts or oversees annual inspections of all units and grounds as assigned.
  • Maintains an inventory of materials and supplies; arranges purchase orders with various local suppliers to permit staff to obtain limited materials and supplies; monitors use and costs to ensure an effective use of the procurement system.
  • Investigates complaints and obtains information related to potential liability claims; maintains records related to construction, maintenance and repair work performed, inspections made, and preventive maintenance work scheduled.
  • Works closely with staff and leaders and explains policies and procedures regarding maintenance.
  • Plans and directs program daily operations of the maintenance and grounds crew staff members.
  • Supervises, directs, and coordinates the work of subordinate staff, evaluates program effectiveness; reviews staff’s work and conducts performance evaluations; makes recommendations on hiring and disciplinary actions as necessary.
  • Responsible for preparing and managing the budget for the maintenance and grounds department for the district.
  • Troubleshooting repair problems and determining the most effective repairs and staff, materials and supplies required.
  • Inspecting staff and contract work in progress and upon completion to ensure that standards are met.
  • Implementing a comprehensive preventive maintenance program including conducting or overseeing unit inspections in a timely manner and ensuring that required work is accomplished and monitored.

  • Assists the Supervisor of Facilities with various tasks and responsibilities related to district construction, renovation, and summer projects.

Education And/Or ExperienceCollege degree preferred or equivalent of graduation from high school or possession of a GED certification and four years of experience in performing a wide range of building and/or landscape construction, maintenance, and repair, that has included at least one year of providing direct supervision to subordinate staff.
Qualifications
  • Knowledge of Principles and practices of implementing a comprehensive preventive maintenance program for a school district.
  • Knowledge of Principles, practices, techniques, materials, and tools used in the construction, maintenance and repair and rehabilitation of building, grounds and related facilities and equipment.
  • Principles and practices related to the performance of skilled work in one or more various crafts involved with the maintenance and repair of multi-tenant residential facilities.
  • Techniques for estimating staff, materials and equipment required to accomplish construction, maintenance, repair, and rehabilitation activities in a residential facility.
  • Principles and practices related to the performance of routine to semi-skilled work in multiple crafts involved with the maintenance and repair of multi-tenant residential facilities and grounds.
  • Basic principles of construction contract administration in a public agency setting.
  • strong supervisory and organizational skills, judgment, and discretion in making independent decisions.
  • Using initiative and independent judgment within general policy guidelines and defining problem areas, analyzing data, preparing formal recommendations, and carrying out solutions.
  • Reading and understanding construction and architect plans, drawings, and written repair instructions.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
SUPERVISORY RESPONSIBILITY: Supervises all maintenance and groundskeeping staff as well as third party vendors/contractors when assigned to do so.

EXPECTED HOURS OF WORK: This is a full-time, 261-day calendar position. Days and hours of work are Monday through Friday. Hours of work are based on the location assignment and are dependent on the needs of the program. Occasional evening and/or weekend work may be required as job duties demand.
TRAVEL: Travel between district buildings is required.
WORK AUTHORIZATION: Citizenship or work authorization to work in the United States required.
