COUNTY OF ADAMS is Hiring a Fiscal Manager Near Friendship, WI

JOB
Performs complex professional work overseeing the fiscal administration of the Department, preparing reports and other financial documentation, assisting with payroll operations, and related work as apparent or assigned. Work is performed under the general direction of the Highway Commissioner. Maintains all Highway Department financial operations in accordance with the State of Wisconsin Uniform Cost Accounting Manual. Continuous supervision is exercised over those assigned.To perform this job successfully, an individual must be able to perform each essential function satisfactorily. EXAMPLE OF DUTIES
Manages the reconciliation process of all fiscal activities within the Department; prepares, compiles, and maintains monthly and quarterly financial reports.Prepares reports and participates with various audits; provides fiscal reports and documentation as necessary. Act as liaison between outside agencies including state, local, and federal officials.Review, approve, and process timesheets for all department staff.Review, approve, and maintain accounts payable, accounts receivable, and inventory transactions.Assists with budget and grant development and administration.Provides supervision and/or direction to department staff.Maintain general ledger in County Highway Expenditure Microcomputer System. Maintain monthly revenue and expense registers, create monthly journal entries. Prepare annual state financial reports in accordance with the State of Wisconsin Uniform Cost Accounting Manual. Responsible for fuel reporting, including weekly and monthly fuel inventory, data entry for manual fuel and lube slips, and off road fuel tax refund.Prepare and submit monthly state invoices for general maintenance, construction, damage claims, and other maintenance agreements.Performs other related functions and duties as assigned or required.

OTHER KNOWLEDGE, SKILLS & ABILITIESThorough knowledge of County and department policies and procedures to include emergency and inclement weather policies; ability to prioritize and manage multiple, concurrent projects; attention to detail and ability to effectively organize time and anticipate, plan and successfully respond to changing circumstances; comprehensive knowledge of fiscal administration; thorough knowledge of payroll and financial reports; general knowledge of employee benefits administration; thorough knowledge of financial software and ability to train co-workers; knowledge of grant administration; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to operate and use standard office equipment; knowledge and ability to use standard office and position-specific software; ability to effectively communicate both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, supervisors, other departments and the general public.PHYSICAL DEMANDSThis work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, using hands to finger, handle or feel, and repetitive motions and occasionally requires standing, walking, speaking or hearing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
