County of Delaware is Hiring a Performance Management Specialist Near Eddystone, PA

The Performance Management Specialist designs, monitors, and evaluates data of DCHD’s individual public health programs as well as indicators of the department as a whole. Work is performed independently in accordance with accepted public health evaluation methods and models under the supervision of the division administrator, and is subject to review through conferences, reports, and project evaluations.
  • Uses performance management systems for program and organizational improvement.
  • Collaborates with program staff from various department divisions to support programs through development of meaningful performance and evaluation metrics, including data related to performance benchmarks, outputs, outcomes, and financial metrics such as return on investment.
  • Develops performance management systems and measures.
  • Acts as administrator of performance management system
  • Maintains thorough understanding of the Delaware County community health assessment and its role in public health evaluation.
  • Maintains knowledge of current and emerging trends affecting the health of the Delaware County community
  • Monitors performance indicator data for department as a whole and individual programs to identify opportunities for best practices or improvement.
  • Designs and implements strategies for continuous quality improvement based on performance management data.
  • Conducts research including but not limited to surveys and community focus groups as needed.
  • Evaluates policies, programs, and services, using valid, reliable, and comparable data.
  • Produces data reports as requested.
  • Advocates for the use of evidence in decision making that affects the health of a community.
  • Performs related duties as required.
  • Protection’s Best Management Practices Manual. Individual will train existing and proposed staff to assume technical review responsibilities.
  • Bachelor’s degree in public health, political science, business, computer science or related field; AND a minimum of 2 years of experience in data management and evaluation or related field; OR an equivalent combination of education and experience
  • Knowledge of public health systems, workflows, and project management is required 
  • Knowledge of statistical analysis software
  • Skilled in the use of evaluation results to improve program and organizational performance
  • Knowledge of promoting interoperability and HIPAA is preferred 
  • Valid driver’s license and ability to pass a background check
  • Ability to interact appropriately and effectively with a wide range of persons
  • Ability to maintain and handle confidential information
  • Ability to follow protocol, procedures, and established guidelines.
  • Ability to be flexible and adapt to changing circumstances and needs.
  • A strong work ethic and ability to manage a demanding and changing workload.
  • Strong relationship-building skills
  • Ability to describe factors that affect the health of a community.
  • Ability to accesses existing quantitative and qualitative data.
  • Ability to uses public health informatics in accessing, collecting, analyzing, using, maintaining, and disseminating quantitative and qualitative data and information.

  •  Ability to integrates current and projected trends (e.g., health, fiscal, social, political, environmental) into organizational strategic planning.
  • Ability to conveys data and information to professionals and the public using a variety of approaches (e.g., reports, presentations, email, letters, testimony, press interviews).
  • Ability to responds to information, misinformation, and disinformation.
  • Ability to apply principles of ethics, diversity, equity, inclusion, and justice.
  • Ability to demonstrate the value of a diverse public health workforce.
  • Ability to describe conditions, systems, and policies affecting community health and resilience.
  • Ability to uses evidence in developing, implementing, evaluating, and improving policies, programs, and services.
  • Ability to contribute to evidence base for improving public health.
  • Ability to engage in professional development, contingency planning, and performance management.

Computer Skills:
  • Proficiency in Microsoft Applications (Office, Word, Excel, PowerPoint, Outlook, Teams).
 
Physical Demands:

While performing the duties of this position, the employee is frequently required to stand, walk, sit, bend at the waist, and talk or hear. Occasionally, the employee will need to reach or work with arms above shoulder height, kneel, stoop, crouch or squat, crawl, climb stairs, twist or rotate at the waist while working; push, lift or carry items.

The selected candidate will be required to obtain, at their own expense, 3 forms of clearance, including PA State Police Criminal History Record Check; PA Child Abuse History; and FBI Criminal History Background Check including finger printing prior to employment.
 
Delaware County requires all DCHD employees be up to date for their COVID-19 vaccination per CDC guidelines. Proof of vaccination must be submitted before a candidate’s start date if hired.
