I: $68,640.00 to $105,705.60

II: $77,105.60 to $118,770.08

Typically, selected candidates are hired at a salary rate between the minimum and midpoint of the range.

Position Summary

Responsible for understanding all the financial aspects of the Enterprise Technology (ET), CFO & CCO functional areas – O&M, capital, and labor – and understanding its financial position in the overall District financial position. Provide a variety of analysis and reports to the operating unit’s management and program managers as well as working closely with Finance and Financial Planning and Analysis operating units. Identifies business improvement opportunities and works with the respective management to implement such.

The position is also responsible for supporting the development and management of the District’s Capital Plan in conjunction with the Business Analyst Supervisor.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

  • Develops and Implements data driven decisions and strategies for department / division.
  • Consult with Supervisors and Project Managers within the ET, CFO & CCO functional areas to use analytical and reporting tools to develop effective cost, quality, and satisfaction outcomes. This includes leading ET, CFO & CCO org efforts in the areas of Monthly Business Reviews, budget development/management, and Key Performance Indicators as needed.
  • Provides oversight for the content, format, and production of regular and ad hoc reports.
  • Participates in and may facilitate work groups and committees.
  • May assist with limited project management, interpretations, and recommendations.
  • Accountable for achieving accurate and reliable data and reports for budgeting and actual reporting.
  • Champion the development and maintenance of processes that maximize efficiency and are as consolidated as business dictates to create a streamlined process for budgeting for capital, O&M and labor.
  • Strive to automate and standardized reports as much as practical.
  • Analysis will include basic mathematical functions such as addition, subtraction, calculating percentages to more complex functions such as trending data and reviewing for anomalies.
  • Train and or mentor employees within the CFO functional area as identified by the position and requested by individuals.
  • Support the implementation of a financial improvement effort designed to achieve internal performance goals and meet all regulatory requirements.
  • In collaboration with the CFO Admin Business Analyst Supervisor, will be accountable for ensuring accurate financial data and reporting is available and is an integral part of decision-making processes regarding the Transportation, Security, Facilities, Procurement, and Office Services Operating Units.
  • Develops and maintains the CFO & CCO functional area budgeting and reporting process in coordination with other CFO & CCO staff and is accountable for overseeing implementation of such process and reporting of implementation status to the CFO Admin Business Analyst Supervisor.
  • Effectively leads individuals or groups of individuals in the training, implementation and monitoring of the budgeting and reporting process to achieve internal goals and performance objectives.
  • Is accountable for the implementation of a comprehensive multi-year effort to enhance budgeting and financial reporting and performance through an improved budgeting and reporting process that includes effective administrative controls and processes, and increased accountability at all levels of the organization.
  • Supports the implementation of budgeting development and reporting continuous improvement processes that are initiated, managed, and implemented via cross-sectional, employee-based working groups as necessary.
  • Identifies and develops a range of financial based trainings for employees, foremen, supervisors, managers, and executive leadership.
  • Maintains consistent and proactive awareness of current regulations related to accounting and bond compliance regulations as well as best industry practices.
  • Develops relationships with Finance and Strategic and Financial Planning to develop consistent data requests, reporting requirements and timelines.
  • Provides counsel and recommendation to management and staff.
  • Is accountable for overseeing the development of quantitative budgeting and financial performance metrics based on leading and lagging indicators including the regular compilation, analysis, and reporting of relevant data relative to established goals and objectives.
  • Provides updates to the CFO Admin Business Analyst Supervisor on the status of programs, initiatives, plans, and reports.
  • Effectively communicates goals, priorities, potential future initiatives, and performance to the CFO Admin Business Analyst Supervisor.
  • Ensures all safety-training is completed as requested. In addition, follows all safety-related policies and procedures.
  • Proactively participates in company-wide initiatives as requested or approved by the CFO Admin Business Analyst Supervisor.
  • Develops professional and effective relationships at all levels of organization focusing on management within the CFO functional area and its managers within.
  • Maintains a high level of confidentiality regarding personnel issues and sensitive operational information.
  • Compose correspondence and develop reports and or proposals when needed or requested.
  • Assume other activities and responsibilities as directed.
  • Demonstrated commitment to Grant PUD’s mission, vision, values, and strategic plan. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

    • Alerting supervisors and coworkers to unsafe or hazardous working conditions.
    • Reporting any safety incidents or close calls within 24 hours to your supervisor.

Education and Experience

Required

  • High School diploma or GED
  • Minimum of four (4) year degree in Business Administration, Accounting, Finance, or related field
  • Requires three to four years of analytical, data management and reporting, computer/programming and or business experience.

Preferred

  • Bachelor’s degree in Business, Economics, Finance, or related field
  • Three (3) years of job related experience may be substituted for formal higher education
  • Four (4) to five (5) years of experience specifically in the utility industry preferred

License and Certification

  • A valid Washington State driver’s license with no restrictions.

Knowledge, Skills, and Activities

Knowlege

  • Perform sound mathematical skills and financial/budgeting reporting.
  • General knowledge of District’s Strategic Plan, policies and procedures.
  • Thorough knowledge of budget preparation and reporting processes.
  • Thorough working knowledge of Microsoft Office Suite (Word, Excel, Access, Project, PowerPoint), File360, Maximo, and SSRS. The knowledge of Excel includes the working ability to use pivot tables. Basic knowledge of SharePoint and Microsoft Project including the ability to read and interpret schedules.
  • General knowledge of office administration principles and concepts.
  • General knowledge of business and public administration principles. Knowledge of public utility processes desired.
  • Demonstrated knowledge of personal computer skills that include word processing and spreadsheet; mainframe computer skills such as inquiry, data entry, and printer operation skills.
  • General knowledge of electric utilities including electric transmission and distribution systems and generation.
  • Knowledge of organizational behavior and change management concepts.
  • Understand the financial aspects of the utility industry and specifically financial concepts such as return-on- investment and risk adjusted internal rate of Business acumen and strong analytical skills with a strong knowledge of data analysis and risk assessment.

  • Develop and maintain relationships with individuals across the utility for the purpose of clarifying expectations and processes, requesting data, exchanging information, obtaining approvals, negotiating agreements, coordinating schedules, presenting findings and reporting conclusions.
  • Deliver technical and non-technical presentations, and speak professionally and effectively before a wide range of audiences.
  • Research, analyze, understand and apply diversified and complex calculations to often-changing data or reporting and analysis requests.
