OVERALL OBJECTIVE OF JOB:
To direct, supervise, monitor and maintain the total fiscal/accounting operations of the Children and Youth Agency; to establish fiscal policies and procedures; to serve as the responsible financial officer of the Children and Youth Agency; and to act as a liaison between federal and state officials in regard to the fiscal operations of the agency.
ESSENTIAL FUNCTIONS OF JOB:
- Develops proposed budgets and monitors approved budgets for the Children and Youth Agency based on funds allocated.
- Develops and reviews fiscal objectives of the agency to assure maximum reimbursement from funding sources for the Children and Youth Agency.
3. Provides assistance to all agency supervisors and county staff, as necessary, regarding agency fiscal-related matters.
4. Designs, implements and maintains billing system of funding sources.
5. Analyzes fiscal data and provides concise information to the Agency Administrator and others as necessary.
6. Responsible to train the Family Resource care givers on the fiscal forms.
7. Assures compliance with all federal, state, and county accounting principles, practices, procedures and financial recordkeeping requirements.
- Develops various periodic financial reports in a timely manner regarding budgets and grants status for the Agency Administrator and others as requires.
- Utilizes computer and related accounting software as necessary to carry out the essential functions of the job.
- Develops budgets for new funding proposals/sources/grants.
- Reviews, verifies, and processes employee expense vouchers, service provider’s invoices, and all other payment requests and verifies availability of funds.
- Prepares check requests for all approved expenditures of the agency.
- Allocated expenditures to the appropriate funding sources and reimburses the County’s General Fund on a regular basis.
- Completes all quarterly fiscal reports and ensures submission of the same within the required time frames to various funding sources.
- Administers and monitors all services provider/vendor contracts to assure program and fiscal compliance and consistency with federal and state goals and agency financial resources.
- Works cooperatively and independently with service providers and resolves conflict in a positive manner to ensure whole building collaboration and teamwork.
- Maintains and reconciles all checking accounts for the agency as assigned.
- Reviews and approves all purchase requests.
- Prepares Treasurer’s report for the Children and Youth Advisory Board and attends their meetings as requested.
OTHER DUTIES OF JOB:
1. Attends meetings, training and conferences, seminars, and internal/external meetings related to the financial operations of the agency as required.
2. Maintains confidentiality of office affairs.
3. Performs other tasks as assigned by Supervisor to ensure the program quality and program requirements are maintained.
4. Performs other job-related duties as required.
SUPERVISION RECEIVED:
- Receives regular instructions and supervision from the county Human Services Chief Fiscal Officer and receives limited instructions and supervision from the Children and Youth Administrator.
SUPERVISION GIVEN:
- Supervises CYS fiscal/accounting staff and CYS clerical staff.
WORKING CONDITIONS:
1. Works indoors in adequate work space, lighting, ventilation and temperatures.
2. Works with average indoor exposure to noise, stress and disruptions.
3. Normal indoor exposure to dust/dirt.
PHYSICAL/MENTAL CONDITIONS:
1. Must possess ability to record, convey and present information, explain procedures and follow instructions.
2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing and walking and occasional twisting, bending, stooping, reaching as necessary to carry out job duties.
3. Medium work with occasional lifting/carrying of objects.
4. Sedentary work, with occasional from coordination movements of fingers/hands to simple movements of feet/legs; torso necessary to carry out job duties
5. Must be in good general health, and demonstrate emotional stability.
6. Must be able to cope with the physical and mental stress of the position.
7. Must be able to pay close attention to details, coordinate efficiently and concentrate on work.
QUALIFICATIONS:
- EDUCATION/TRAINING:
A Bachelor's degree in accounting, business/public administration, finance or a directly related field; AND
- WORK EXPERIENCE:
Two years of progressively responsible professional finance and accounting experience, including One (1) year of Fiscal management/supervisory experience; or any comparable combination of education and experience.

- Must be able to speak and understand the English language in an understandable
manner in order to carry out essential functions of the job.
- Must possess good communication and interpersonal skills.
- Must possess ability to function independently, have flexibility and the ability to work effectively with co-workers and the general public.
- Must possess the ability to maintain confidentiality in regard to County information and records.
- Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed.
- Must possess knowledge of modern office practices and procedures and the ability to perform same in an efficient manner.
- Must possess mental alertness, clerical and math aptitude and a general knowledge of business, English and grammar and the ability to perform these skills with accuracy and within reasonable speed.
- Must possess the ability to work independently on complex clerical tasks.
- Must possess ability to compose replies to routine correspondence.
- Must possess basic math skills and ability to accurately prepare required reports and mathematical record keeping.
- Must possess ability to meet and interact effectively with co-workers and general public and to respond accurately to routine questions/inquiries regarding department operations and procedures.
