Salary: $3,449.00 Monthly Location : Maui County (various), HI Job Type: Permanent Full-Time Job Number: R-10154 Department: Department of Police Opening Date: 05/24/2024 Description Reviews, verifies, and processes applications for permits to acquire firearms and for registration of firearms; conducts background checks and examines various supporting documents and records; maintains centralized files and records; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to perform responsible clerical work relating to the issuance of various firearms permits and the registration of all firearms, including those brought in from out-of-state. Examples of Duties The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position. Assists applicants in filling out the required forms; reviews completed applications and questions applicants on their personal history to determine if there are statutory causes for rejection; may advise applicants of criminal penalties for providing false information and/or failing to comply with state statutes. Conducts background checks on applicants by searching computerized and manual files and records; corresponds with law enforcement and criminal justice agencies, courts, and other agencies to obtain applicant's social, moral, criminal background, etc. for use in determining eligibility . Photographs and fingerprints applicants. Determines eligibility and issues permits to applicants who meet all of the necessary legal and procedural requirements upon the final approval of authorized personnel. Assists police officers and law enforcement agencies by providing verifications of firearms information such as firearm registration, permit to acquire, and serial numbers. Alerts appropriate federal agency when naturalized citizens make frequent firearms purchases, or when dealers make suspicious sales. Registers all firearms, including those brought in from out-of-state; inspects firearms to verify type, model, caliber, serial number, etc. Checks departmental manual and computerized systems, and state and federal (NCIC) computerized systems to verify ownership history of the firearm, wanted persons , and stolen guns. Sends out revocation notices to registered owners of firearms due to failure to meet legal and procedural requirements or due to a felony conviction. Sends out notices to all individuals denied permits; cites reasons for denial and requirements for the individuals to follow if they possess any other firearm or ammunition. Maintains familiarity with the working mechanisms of various types of firearms. Maintains records and files relating to permits, dealers' licenses, applications, firearms, registered owners, etc.; prepares required reports. May perform a variety of other clerical duties involving police records and reports. May testify in court. Minimum Qualification Requirements Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and two (2) years of clerical experience, one (1) of which shall have demonstrated familiarity with the laws, rules and procedures governing the purchase and possession of firearms. Qualification for Firearms: Must be qualified to carry and/or possess firearms or ammunition in accordance with state and federal laws, e.g., no misdemeanor or felony domestic violence conviction. License Requirement: None Knowledge of: use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications; office practices and procedures; various types of police records; filing methods and systems; laws, rules, and procedures governing the sale, purchase, importation and possession of firearms; the working mechanisms of various types of firearms; manufacturers' systems of marking weapons and location of serial numbers; safety procedures in handling firearms; departmental rules and regulations. Ability to: understand and apply pertinent laws, rules and procedures; clear and handle various types of firearms properly and safely; operate a personal computer using a variety of software applications; maintain manual and computerized records and files; give and follow oral and written instructions; deal tactfully and effectively with the general public.
