Position Announcement

Assistant Director of Behavioral Health Coordination

Minimum Starting Salary: $29.5073/hr

Position Summary

Under general supervision of the Director of Behavioral Health Coordination, this position will take on the role of Assistant Director of Behavioral Health Coordination for the McLean County Behavioral Health Coordination Department. The Assistant Director works in coordination with the Director of Behavioral Health Coordination on departmental tasks while taking the lead on specific departmental tasks as assigned. The Assistant Director will be cross trained on directorial and administrative tasks to serve as a back up to the Director in times of need. This position will be responsible for involvement in, and/or coordination/management of, other macro-level department projects as designated. This position is not a direct service position.

The Assistant Director will also spearhead the RISE McLean County initiative (RISE MC). RISE McLean County originated out of the Behavioral Health Priority Action Team as part of the CHIP/CHNA planning for 2020-2022. This initiative’s mission is to support McLean County in creating a trauma-informed and resilience-oriented county through helping individuals and communities build resilience and organizations become trauma-informed. RISE MC’s work began in late 2020 and has been making progress since then. The partners involved includes representatives from assorted organizations and groups within McLean County. This position will oversee the ongoing needs and direction of RISE MC including being responsible for moving it forward including outlining strategic plans and steps to achieve desired goals, conducting meetings with community stakeholders, compiling information to use as resources, and being responsible for ongoing data collection and reporting. This position will also focus on implementing trauma-informed care within McLean County Government departments, including the Behavioral Health Coordination Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (May not include all duties performed)

Related to Behavioral Health Coordination Department and Supervisory Duties

  • Engage in ongoing planning activities as necessary to promote the mission of the department and define specific goals and objectives for the department related to behavioral health
  • Manage day-to-day project operations of designated macro-level department projects
  • Establish and maintain effective public and working relations with governmental agencies, community agencies, elected officials, and the public to ensure collaboration and coordination of projects
  • Develop an implementation plan and lead trauma-informed care implementation within McLean County Government departments including the Behavioral Health Coordination Department.
  • Schedule team meetings as needed based on program and project needs
  • Take a lead role in the planning of the annual McLean County Behavioral Health Community Forum
  • Ensure movement on the McLean County crisis evaluation grant through follow up and facilitation of any needed tasks to ensure completion of grant
  • Assist in facilitating annual progress reports, including 3-year updates, to the Mental Health Action Plan 2022 Update, including assisting in facilitating community and BHCC workgroups

Related to Duties for Cross Training, but Not Primarily Responsible for

  • Assist with new processes, procedures, equipment and software implementation within the department
  • Identify and research funding options and assist with preparation and submission of grant applications in a timely manner.
  • Coordinate the development and ongoing efforts of a departmental strategic plan
  • Participate in developing budgets for departmental needs and projects
  • Participate in submitting payroll for department staff
  • Maintain and update the Behavioral Health portion of the McLean County website and social media presence
  • Develop memos including analyzing and consolidating data into reports and submitting status updates for board meetings
  • Monitor and order necessary supplies and materials for programs and department
  • Develop billing processes and procedures for both client-serving programs
  • Ensure activities and products of grants/grantees (including contracted services) are completed in a timely manager and comply with policies; and local and state regulations; and contracts
  • Complete necessary human resource responsibilities and communicate with the Human Resources Department as needed
  • Assist with programming in FUSE program
  • Participating in marketing and outreach for department

Related to RISE McLean County Initiative (RISE MC)- Approximately 2 days a week

  • Serves as primary point person, and lead, for RISE MC
  • Develop a timeline for all aspects of the RISE MC, and any subcomponents, both short-term and long-term.
  • Oversee the progress of the RISE MC to ensure goals are met.
  • Coordinate meetings with community members for RISE MC
  • Serve as a resource to community organizations and businesses to provide additional information about the initiative and resources available to them related to trauma-informed care, resilience, ACEs, etc..
  • Establish metrics to measure ongoing success of McLean County becoming trauma-informed and resilience-oriented.
  • Communicates with other community service providers, businesses, organizations, and groups regarding the role and relevance of the RISE MC and its efforts and potential impact.
  • Coordinate and plan community-based educational trainings/seminars on trauma-informed care, resilience, ACEs, and other related topics.

Knowledge, Skills and Abilities

  • Knowledge of trauma-informed principles, related community-level projects in other jurisdictions, best practices for varied types of businesses and organizations relative to implementation of trauma-informed and resilience-oriented practices.
  • Ability to understand relevance of systemic change and a macro-perspective to planning.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to communicate and establish and maintain effective working relationships with all strata of the population, inclusive of community members, business leadership, elected officials, and individuals who identify with having experienced trauma.
  • Knowledge of behavioral health programming and available community resources.
  • Knowledge and understanding of Microsoft Office products, including Excel and the ability to proficiently utilize data tracking methods for future analysis.
  • Knowledge of common behavioral health concerns including diagnoses, symptoms, and techniques for reducing symptoms
  • Knowledge of modern supervisory principles and practice necessary to demonstrate strong leadership and management skills
  • Ability to plan, schedule, assign, direct, and evaluate the work of department personnel and ability to multi-task and manage competing priorities
  • Knowledge and ability to plan for HIPAA, the Illinois Mental Health Statute, Illinois HFS rules and regulations overseeing client serving programs, OIG RULE 50, Adult Protective Services Act, and NASW Code of Ethics
  • Skill in effective listening and communicating, problem solving, leadership and teamwork.
  • Ability to train and motivate individuals who are volunteering their time toward the Initiative.
  • Demonstrates sufficient knowledge of the Mental Health Action Plan and the Community Health Improvement Plan
  • Seeks to improve job knowledge through learning new skills, improving current skills, and applying innovations, solutions, and better approaches to the position
  • Reliably manages confidential information
  • Pursues continuing education opportunities

Required Qualifications

  • This position requires an individual to hold a minimum of a bachelor’s degree in counseling, social work, psychology, or a related human service field.
  • Demonstrated understanding of trauma-informed principles.
  • Prior experience with community-level and/or large-scale project planning and/or 2 or more years experience in client-serving behavioral health programming.
  • Alternative educational degrees could be substituted if sufficient relevant project experience and prior professional experience with trauma, trauma-informed initiatives, or behavioral health is demonstrated.

Preferred Qualifications

  • Master’s degree received, or in progress, in counseling, social work, psychology or a related human service field.
  • Prior experience in a government setting and understanding County government structure.
  • Mental Health First Aid certification.
  • State of Illinois Licensure: LSW, LCSW, LPC, LCPC or related license

Supervisory Responsibilities

  • This is a supervisory job classification. This role interfaces with departmental staff and other departmental staff, such as Triage and FUSE staff and health department staff, though does not have direct oversight. This person may be responsible for project tasks that staff may be assigned to work that fall under the supervision of this position, regardless of if it if it is direct or indirect oversight.

Position Schedule

  • Typical schedule is Monday through Friday 8:00 a.m. to 4:30 p.m. but schedule can be flexible to meet the needs of the person in the position. Some work outside those hours may be needed occasionally. A hybrid work schedule is possible for this position.

Physical Attributes/Demands

This position is largely sedentary, but may require activities such as sitting, walking, bending, climbing stairs, operating office equipment, standing, bending, stooping, and moving and lifting light to medium objects.

Work Environment

  • The work is largely performed in an office setting but may also include meetings in various community settings. The work involves exposure to normal, everyday risks that require normal safety precautions typical of offices.
