About the Position

The County of San Luis Obispo is offering a dynamic and rewarding career opportunity for a Project Manager position in the Project Delivery Division under the Public Works Department. Public Works is a department within the County of San Luis Obispo that supports collaboration, professional growth and is known for valuing its staff and providing quality services and projects that serve the community. The successful candidate will manage a wide range of projects (including high profile projects) and effectively coordinate with internal and external teams to deliver mid to large construction projects on behalf of the County. The ideal candidate will have a strong work ethic, sense of professionalism, be self-motivated, have excellent written and verbal communication skills, be able to demonstrate ownership of assigned projects, and be open to professional growth within the organization.
The Project Delivery Division is tasked with delivering primarily buildings as well as infrastructure at the two County-owned Airports. Project Managers (PMs) in the Project Delivery division use various project delivery methods including Design-Bid-Build, Design-Build and Job Order Contract.
The position is ideal for individuals who possess excellent organizational skills and can work well on multiple existing or new building projects simultaneously. Under general guidance, the successful candidate will have the primary responsibility to manage scope, schedule, and budget on various projects and to ensure projects make their way through the delivery process from project inception to bidding, and onto construction and close out.
PMs prepare requests for proposals and bid packets for consultants/contractors and then evaluate proposals after they are received. Coordinating the preparation of and assuring that construction documents for projects are biddable and buildable, and that they meet project goals and applicable standards are fundamental responsibilities.
The PM I position performs or assists higher tiered PMs with project manager duties for a wide variety of projects, including the planning, organization, communication and management of construction and maintenance projects, and/or hires and manages consultants to perform tasks. PM I is the entry level position in the County’s Project Manager series and may work as a trainee to the PM II and PM III. Project Managers at this level assist in managing or will manage consultants and contractors and may provide technical input.
PM II/III applicants must demonstrate familiarity with building construction and techniques, permitting, preparation of agendas and leading meetings, as well as drafting staff and project status reports. PM II/III candidates should also be familiar with building project schedules, cost estimates, coordinating utilities, and have the ability to analyze information and make decisions. As part of this recruitment and in conjunction with other Project Manager tasks, Public Works is looking for an experienced construction estimator familiar with using local knowledge, RS Means and other available resources to develop budget level estimates for various construction projects.

Education and Experience
Graduation from an accredited college with a Bachelor of Science degree in Architecture, Engineering, Construction Management, Business Administration, City & Regional Planning, or a related field. (Job-related experience may be substituted for the education requirement on a year-for-year basis.) AND
Projects Manager I: No additional experience.
Projects Manager II: Two (2) years of project management experience in building or infrastructure design and/or construction management, or work equivalent to Projects Manager I.
Projects Manager III: Either A: Four (4) years of experience in building or infrastructure design and/or construction management that included at least one year of project management OR B: Two (2) years of experience performing duties equivalent to a Projects Manager II.
Knowledge of the following software is preferred: MS Office Suite (Outlook, Excel, Word), CAD, MS Project, Bluebeam or Adobe Acrobat

Pension Benefit and Employee Contribution Rates:
The County's pension is a defined benefit plan that provides a guaranteed monthly pension payment for life based on your time in service, wages, and other factors. The County is the primary contributor to the pension fund, but the health of the pension fund also depends on mandatory employee contributions. Employees are required to pay a percentage of their base pay towards the pension fund, ranging from 5% to 19%. This amount is deducted from your paycheck pre-tax every pay period. Healthcare Benefits and Cafeteria Contributions:
The County offers comprehensive medical coverage to you and your family, along with two dental plan options and vision coverage. The amount of the cafeteria contribution varies by Bargaining Unit (BU) and the extent to which employees enroll their dependents.
