County of San Mateo is Hiring a Senior Civil Engineer (Open & Promotional) Near San Mateo, CA
The Department of Public Works is seeking two Senior Civil Engineer positions in Project Development and Design Section of Engineering and Resource Protection Division.Senior Civil Engineers (Project Development and Design Section) serve as project managers in charge of a group of subordinate engineers and/or sub-professional staff engaged in a wide variety of responsible civil engineering work and other major projects and activities. Senior Civil Engineers perform difficult civil engineering work including but not limited to roadway design, project management, planning, manage a variety of construction projects, and perform related work as required.
The ideal candidate for this position will possess:
- At least four years of civil engineering work experience designing, overseeing construction of a variety of public works infrastructure projects, such as roadways, sanitary sewer and drainage systems, retaining structures, street lighting, and flood control.
- Strong understanding of the process for project schedule development, planning, budgeting, and financing public infrastructures.
- Strong leadership qualities to foster teamwork, collaboration, and a positive work environment.
- Excellent communication and public presentation skills.
- Ability to build and maintain effective working relationships with direct reports, co-workers, managers, vendors, stakeholders, contractors, consultants, and residents.
- Hands-on experience using computer-aided drafting software, such as AutoCAD, SoftDesk, LDD, and Civil 3D to design public works infrastructure projects.
- Familiarity with California Department of Transportation standard specifications and standard plans.
- Hands-on experience with State and Federally funded projects and processes.
- Experience with environmental permitting processes and working with regulatory agencies.
Project Development and Design Section:
- Civil Engineering applied to estimates, studies, technical reports, design, plans, specifications and professional recommendations for a variety of engineering activities.
- Pertinent federal, state, and local codes, laws, and regulations.
- Caltrans Standard Plans and Specifications.
- Compliance Requirements for Federally Funded Projects or State Grants.
- Best Practices for fielding inspection for paving, retaining walls, bridges and other typical transportation type construction projects.
- Occupational hazards and standard safety practices.
- Civil engineering practices and procedures including design, construction methods and techniques, strength and properties and uses of materials, hydraulics, specifications, and structural engineering.
- Engineering mathematics and economics.
- Laws and ordinances relating to design and construction standards.
- Road and road structure design.
- Testing procedures and equipment, and materials inspection.
- Hydrology and hydraulic design engineering, surveying methods and construction.
- Principles of supervision and training.
- Budgetary principles and practices.
- Make inspections of all phases of engineering work in progress.
- Coordinate work of contractors and county staff.
- Enforce contract specifications and requirements.
- Make accurate estimates of cost of materials and construction time.
- Perform with a minimum of supervision.
- Enforce common safety practices and procedures.
- Prepare clear, concise and comprehensive correspondence and reports.
- Make verbal presentations.
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:Four years of professional civil engineering experience which has included field office work in the planning, design, construction and maintenance of a variety of civil engineering projects.Licensure/Certification:
- Possession of a valid Certificate of Registration as a Professional Civil Engineer in the state of California.
- Cass C California driver license or equivalent.
Open & Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.
The examination will consist of an application screening (weight: pass/fail) based on the candidate's application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a writing and/or performance exercise given before or after the interview. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense
