Description of Job Duties : This position is responsible for the training of all newly hired employees and quality control activities in the department. This position will manage and direct quality assurance and compliance review in Child Welfare and Child Protective Services. This position will be responsible to carry out comprehensive quality assurance monitoring through the development of standards and review of agency files to ensure that the agency is meeting Federal, State, and Local programmatic requirements. Additionally, this position will research and compile statistical data and write narrative reports summarizing quality assurance findings. The scope of the work will include extensive research in defining trends and solutions. This position will be responsible for presenting, as required/requested, agency compliance audits and trends to the Agency Management Team, DSS Director, Social Service Board, and County Administration. This position will also collaborate with agency managers to identify and conduct any necessary training needed to improve agency outcomes. This position will also serve as an agency representative in working together as needed with any federal, state and local auditors/monitors.
Duties will also include the following:
Develop, conduct, and evaluate technical training sessions and programs.
Evaluate trainee performance.  Provide training recommendations.
Monitor, evaluate, or record training activities or program effectiveness.
Offer specific training programs to help workers maintain or improve job skills.
Assess training needs through surveys, interviews with employees, focus groups, or consultation with managers, instructors, or customer representatives.
Develop alternative training methods if expected improvements are not seen.
Organize and develop, or obtain, training procedure manuals and guides and course materials such as handouts and visual materials.
Present information using a variety of instructional techniques or formats, such as role playing, simulations, team exercises, group discussions, videos, or lectures.
Evaluate analytical methods and procedures to determine how they might be improved.
Identify quality problems and recommend solutions.
Participate in internal assessments, audits, and quality reviews as required
This position is also responsible for receiving reports, initiating, investigating, identifying, and providing child welfare services to any child who is alleged to be abused, neglected, and/or dependent, as defined by law. This position develops, with the family, formal plans to eliminate conditions of abuse, neglect, and/or dependency. This position facilitates movementin and out of the legalsystem, including immediate removal from the home, children identified as being in danger. This position supervises and monitors such children who are in out-of-the-home placement and counsels with parents to expedite the child’s return to the home. This position assesses family situations and prepares for court, court-ordered home studies and plans resources and other support services in conjunction with other agencies to promote maintenance of the family unit. Additional duties may be assigned which are not included but are necessary to carry out the responsibilities of this agency This employee will learn and use programs Compass Pilot and Compass Appointments (Compass Co-Pilot, if issued a DSS iPad) as required by position to do, but not limited to request leave, schedule/receive appropriate appointments, set up virtual files, scan/retrieve documents, receive/send tasks. Experience using Microsoft Office 2000 (Word, Excel, etc.) require
Educational/Experience Requirements:
MSW plus one year of directly related experience; or
BSW plus two years of directly related experience;or
4 year degree in human services field plus three years of directly related experience; or
4 year college degree or university degree plus four years of directly related experience.
Three years of experience preferred as Child Welfare Social Worker in a department of Social Services.
(Degrees must be from appropriately accredited institutions.)
Knowledge, Skills and Abilities Required: Thorough knowledge of social work principles, techniques and practices and their applications to complex casework, treatment, and investigation of abuse or neglect of children; thorough knowledge of policies and procedures as evidenced by the ability to cite the authority of federal and state law; thorough knowledge of individual and group behavior, family dynamics, and medical, behavioral and/or psychosocial problems and their treatment theory. Considerable knowledge of governmental and private organizations and resources in the community. Ability to interact and motivate a resistant involuntary client population and the public who may not agree with the laws, rules or policies of the process or the programs; ability to prepare documentation such as written investigative reports for the court, case records and treatment plans, ability to testify as an expert witness; ability to employ advanced case managementinterview techniques to establish a supportive relationship and involve families in the initial assessment for the need of services; ability to quickly assess the risks and safety of the client environment during daylight hours, after dark and in high crime areas; ability to employ expert negotiation skills in the most complex cases; ability to analyze and assess child development safety issues in relation to risk factors; ability to analyze tense family situations and make decisions above removing children when the decision has to be made with limited direct information and limited access to consultation; ability to communicate effectively and establish supportive client relationships. Ability to perform manual work exerting up to 50 pounds of force occasionally and/or up to 10 pounds of force constantly to move objects. Ability to use Microsoft Office 2000 (Word, Excel, etc.). Must possess a valid NC Driver's license and have access to a personal automobile.
